Proof of your vaccination status in the form of a CDC vaccine card must be submitted prior to your start date. This position is eligible for telework which is currently one day per week. Manage, coordinate, and direct the negotiation and assessment of automation and E-Procurement for high dollar, multifaceted procurement projects. Perform the following with respect to complex automation and E-Procurement projects: prepares product and price analyses; formulates negotiation positions; assesses supplier technology capabilities to do business, strategizes for best process outcome based on contract/supplier/system limitations; recommendations for contract modifications, and other procurement actions; briefs senior management on automation and E-Procurement issues. Performs other analyses as required for complex Procurement department acquisitions of major investments to support the operating, Materials Management, and administrative areas MTA Procurement, including multi-agency program initiatives, and other high dollar/complex acquisitions. Acts as Senior Project Manager across Procurement with respect to the projects identified above as well as liaise with IT and possibly external consultants. Supervises a team that supports this

Participate in the selection, development, and motivation of personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling to staff. Review performance of staff. Work with senior management to create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Champion, embed and oversee the on-going development of E-Procurement systems and tools for the end-to-end procurement process, including e-Procurement, catalog management, e-invoicing, e-sourcing, contract management and the requisition to pay process. Provide leadership to drive e-Procurement process standardization.

Lead an inter-departmental team in automation projects. Assess long-term cost implications of procurement decisions. Devise, coordinate and implement procurement strategies that account for multi-department/agency requirements while maximizing competition within the selected marketplace.

Review Procurement department’s technical scope of work and specifications for automation and E-Procurement. Perform market research to determine best pricing strategy to meet MTA requirements. Research and attain knowledge of program, regulatory and operational issues in order to assure successful negotiations.

Assist in MTA-wide programs involving all aspects of automation and E-Procurement including conceptualization and planning of strategies. Develop and present findings and recommendations to senior management. Set and manage E-Procurement priorities, goals, and performance measures, to deliver against the overall business vision and priorities.

Draft and negotiate contractual terms and conditions that are appropriate to the procurement of complex automation and E-Procurement. Assess impact of various laws and guidelines on pricing.

Lead effective engagements and communications, designing and delivering supplier awareness programs and events to gain the buy-in of key suppliers.

Other duties as assigned.

Experience with high dollar and/or complex procurements, extensive knowledge of supply chain dynamics, and/or public-sector procurement environment.

Experience with financial transaction automation in an ERP system.

Competencies

Must have knowledge of procurement practice and a basic understanding of legal and contractual procedures.

Must have a sound business sense and be able to deal effectively with contractors and vendors.

Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, PowerPoint, and Outlook, with an emphasis on Excel and database queries to facilitate complex statistical analysis.

Experience in preparing and making presentations to senior staff within and outside of the Authority.

Thorough knowledge of Public Authorities Law regarding contracting, All Agency Procurement Guidelines and procurement policy.

Excellent communication and interpersonal skills.

Excellent organizational and presentation skills.

Demonstrated ability to work with all internal levels within a given organization.

Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

REQUIRED:

Bachelor’s degree in Business Administration, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree; and

Minimum 5 years of related experience.

Minimum 3 years of managerial/supervisory experience.

PREFERRED:

Master’s degree in a related field.

At least 3 years of experience with supply chain management and analytics

Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

Familiarity with the MTA’s policies and procedures.
