COMPENSATION Earnings Potential: $73,914 - $97, 012 Hay Points: 479 Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA RESPONSIBILITIES Provides a full range of HR support and program implementation activities across multiple functions related to Organizational Development and Training, HRIS, Recruitment, C ompensation. Liaisons with Bridges and Tunnels Departments (Maintenance, Operations, ITS & Tolling, Internal Security, Safety & Health, and Human Resources) and other MTA Agencies. Manage s departmental procurement contracts and processes invoices for payment while liaising with Accounts P ayable and Procurement as needed. Processes required paperwork for employment related matters. Maintains the department’s filing of sensitive information following an accurate retention and retrieval system. Supports internal and external HR-related inquiries or requests. Interfaces with managers, employees, government agencies, and other external representatives in response to internal and external inquiries. Process and review PeopleSoft transactions/HRIS data to ensure data integrity and troubleshooting to resolve system issues as necessary; this requires understanding PeopleSoft tables and how the data may have an effect on downstream areas such as benefits, payroll, and time and labor. May assist with preparation of human resource reports. Provides general support in employer-sponsored events and/or programs such as recognition awards, special events, etc. May be responsible for conducting periodic information sessions and meetings with employees on a group basis , to include Civil Service-related matters. Assists with compiling information for FOIL requests and audits. Acts as commutation pass coordinator and liaison for agency employees. Supports the daily operation of the HR function. Performs all other duties to function as an integral part of the agency in accomplishing overall department goals and objectives. In addition, will aid in special projects to assist with identifying gaps in processes, workflows, policies, and procedures as needed. QUALIFICATIONS

Bachelor’s Degree in Public Relations, Human Resources, Business Administration, Organizational Development, or related field OR equivalent experience in lieu of education.

Must have a minimum of five (5) years of related, progressively responsible administrative or human resources experience.

Advanced working knowledge of Microsoft Office applications (i.e., Excel, Word, Visio, PowerPoint, or Power BI); TEAMS, Zoom, or similar virtual platforms; and HR Systems - PeopleSoft, Oracle, or similar HRIS software applications.

Have the ability to generate spreadsheets and analyze data.

Must have the ability to handle confidential matters and information, and strong judgment acumen.

Must have experience administering programs with the ability to effectively manage multiple responsibilities simultaneously within limited specific time frames.

Must possess proven, effective leadership, management, problem-solving, planning, organizing, and decision-making skills, with creative abilities, to identify and resolve related issues and find solutions as well as establish preventative measures for future occurrence.

Strong working knowledge of corporate organizational structures and their functions with a broad perspective of resources-staffing needs and employee development.

Effective communication (oral and written), human relations, presentation, conflict/management, coordination, and negotiating skills.

Experience developing, implementing, and administering policies and procedures.

Proven ability to build effective partnership relationships with department heads and managers.

Proven ability to take initiative and be proactive with the ability to identify and anticipate department needs and recommend solutions.
