The Capital Planning Review Group (“CPRG”) within Finance CRO is responsible for the independent review and challenge of Citigroup’s capital planning continuum, including actual and forecasted Risk Weighted Assets (“RWA”).CPRG has created a new RWA Office to establish comprehensive, end-to-end oversight of the RWA actuals production process by the second line of defense. This is an essential function to achieve and maintain the requisite level of accuracy and reliability throughout the end-to-end RWA production process led by Capital Planning in Citigroup Treasury.Within the RWA Office, the RWA Review Team is being established to expand and complete the scope of the second line of defense oversight of the RWA production process. The RWA Review Team will consist of a RWA Transaction Testing and Analytics Team and a RWA Controls Assessment and Review team.The RWA Transaction Testing and Analytics Team will partner with members of the Capital Planning Quality Assurance (“CPQA”) team to design and implement a comprehensive transaction testing framework through which Capital Planning and the RWA Review Team can gain confidence that the calculations of reported RWA actuals are performed at a level of accuracy that meets Citi’s standards and that any compensating measures are adequate.The Derivatives Counterparty Credit Risk (CCR) RWA Specialist will be responsible for establishing testing procedures and leading the transaction testing of Citi’s derivatives counterparty credit risk RWA, including the Basel SA-CCR implementation verification activities, by the 2nd line of defense.This is a high visibility role that will provide significant exposure to senior management in Independent Risk Management, Finance and Business units. The ability to work under pressure to meet tight deadlines and excellent interpersonal skills are required.Reporting Structure and ResponsibilitiesThe Derivatives Counterparty Credit Risk RWA Specialist will be responsible for:Leading the transaction testing activities for Derivatives Counterparty Credit Risk RWA performed by the Credit Risk RWA Review Team within the RWA Transaction Testing and Analytics Team

Developing and implementing an approach for execution of a comprehensive plan for RWA transaction testing and technology/systems testing and verification to ensure the accuracy and reliability of reported RWA actuals for Derivatives Counterparty Credit Risk RWA, and the adequacy of compensating measures

Assisting the Head of the RWA Transaction Testing and Analytics Team in establishing a Credit Risk Review Team with Basel RWA subject matter expertise to expand the scope of the newly initiated transaction testing program for both SA RWA and AA RWA through: i) the independent review and challenge of the transaction testing work product prepared by CPQA and ii) the direct re-performance of RWA calculations across Basel exposure types

Assisting the Head of the RWA Transaction Testing and Analytics Team in the initial hiring and training of new staff members, including the Credit Risk RWA Review team

Supporting the Head of the RWA Transaction Testing and Analytics Team in communicating to senior management and the banking regulators the actions planned and the improvements achieved in the RWA actuals production process

Developing a strong working relationship with the Capital Planning process owners, including the CPQA team and the Spot RWA Production team, the CIAT team (Regulatory Capital Analysis and Interpretation Team) in the RWA Office, to improve effectiveness and efficiency of the oversight of the RWA actuals production process

QualificationsStrong understanding of Basel regulations with a background in derivatives counterparty credit risk RWA is required

Previous experience in Controllers or Audit functions (or experience leading RWA production of Derivatives Counterparty Credit Risk RWA, including SA-CCR implementation experience) is preferred

Excellent leadership and managerial skills

Strong communication skills, including well-developed verbal, written and presentation skills

Strong attention to detail with proven ability to explain complex concepts in simple terms to a senior audience

Minimum 10 years of proven experience in the financial services industry.

Strong audit instincts and ability to apply independent judgment to business practices, with a proven ability and willingness to challenge the status quo

A self-starter with ability to independently manage work and drive multiple deliverables concurrently

An undergraduate / Bachelors degree is required A MBA, CPA or CFA is preferred
