Job Title: ERP Agency Change Director

Job Location: Raleigh, NC

Job Duration: 12+ Months Contract Change Director to oversee project org change management work with State agencies. Support agency transition to the new Oracle solution, readiness plans, training, data conversion, security role mapping, testing, system integration, & cut-over activities

Due to the current pandemic situation, the position is to be located off site, but in the event we return to the office and at the manager discretion, the position will be required to be on-site at 3512 Bush Street in Raleigh, NC. Equipment can be shipped to the candidate if the candidate is not local.

Results-oriented candidate with a strong work ethic. Must be able to demonstrate excellent program management, negotiation, communication and problem-solving skills. Responsible for working with both senior-level business executives and IT personnel to define and execute program requirements and manage stakeholder expectations. Strategically plan and manage initiatives consisting of program components that meet Departmental, State and other stakeholder expectations. Responsible for the leadership, direction and oversight of the project team(s) and of all vendor-related activities tied to the program. Report to Sr. Executive he State is implementing a statewide ERP financial system. The project for this new statewide ERP Financial System is called the Financial Backbone Replacement (FBR). The objective of FBR is to deploy financial application capabilities to replace and enhance the functionality currently provided by the North Carolina Accounting System with Oracle Cloud Financial applications. The solution deployed by FBR will serve as the foundation for the State’s further technology system of record processes.

ERP Agency Change Directors/Consultants to oversee the Financial Backbone Replacement (FBR) project organizational change management work with agencies. FBR requires these positions to support agency transition to the new Oracle solution, including planning and directing individual agency Readiness plans, user security role mapping, training, data conversion, external system integration, testing, superuser enrollment, and cut-over activities.The selected applicants serves as one of several Agency Change Directors, providing strategic leadership, guidance and direction as well as end-to-end management and coordination of the ERP Financial Backbone Replacement project organizational change efforts for selected agencies.The candidate must have deep and broad ERP organizational change management experience in order to accurately assess the statewide landscape, collaboratively design and build communication and change strategies for and with their assigned agencies, and successfully implement them in support of a State-wide financial systems infrastructure revitalization.

Duties include the following:
  • Experience managing organizational change initiatives
  • Experience managing and building project teams
  • Experience leading projects and using project management tools
  • Experience as a change management lead for a large enterprise-wide IT implementation
  • Strategic Assessment of organization Change Impacts to financial and accounting processes, data, and roles to assigned agencies
  • Develop Organizational Change Management strategies and tools to assist organizations with the Oracle implementation
  • Facilitate discussions with organizations to support execution of Projects activities
  • Liaison between the project and Organizations to identify org specific needs and concerns and develop mitigation strategies
  • Collaborate with senior stakeholders to shape, plan, develop, and distribute executive communications and interventions for their assigned agencies
  • Build and Optimize relationships with stakeholders to support alignment on priorities ww/ assigned agencies and enable Project and OCM strategies
  • Develop integrated OCM current state assessments, integrated end-state targets, and integrated OCM strategies and plans for organizations.
  • Ability to synthesize agency concerns and articulate with project team
  • Develop relationships with organizations to be considered a trusted advisor
  • Collaborate with organizations to complete requests from the Project team
  • Strategic thinker with the ability to work independently and as a team to complete OCM activities
  • Can do attitude and willingness to jump to assist in activity completion.
  • Operate in fast paced environment
  • Self-motivated and eager to tackle the challenges of assisting assigned agencies prepare for and adopt the new solutions.
