The SMM will expressly engage with and oversee work performed by the enterprise architecture, systems integration and data management areas of the program. The SMM will work integrally as a member of the MES leadership team and will perform both strategic and tactical assignments on behalf of the Program Director. The SMM will be directly responsible for the outcomes of the MES Integrator who is slated to manage the re-engineering and integration of systems and features within the cloud frameworks. The SMM is accountable for ensuring the MES Integrator strategy for networking, cloud, data management, data governance, and integration testing all enable the desired business outcomes as represented, realized and supported by the deployed systems. This role will evaluate and analyze work done by IT Architects, Business and Technical Leads, Data Leads, Engineers, to ensure the business requested capability is deployed and properly integrated upon delivery.The SMM will serve as a member of the management team providing strategic leadership that translates technical and business strategies to maximum productivity commensurate with the best interest of NC Medicaid. This SMM is responsible for overseeing the architectural definition, and implementation of highly complex and innovative solutions. In addition the role will participate within an industry best-practice Enterprise Architecture methodology overseeing the implementation transition to operation of various vendor-provided technology solutions. This role must be able to collaborate with product line and business process owners to evaluate needs and translate them into highly effective integrated systems. Establishes cross-functional workgroups that provide effective oversight of the Medicaid Enterprise Architecture. Develops plans that meet the architecture or technology needs of the organization which align with business priorities, strategies, goals, emerging technologies, industry trends and economic viability. The SMM leads the development and execution of the governance frameworks for technology systems delivery and operations transition with support from the systems integrator.This role is responsible for oversight of the creation of several comprehensive technology and information architectures related to various functional business solutions, while providing strategic direction throughout the implementation process and ensuring that the solution aligns with the MES vision and strategy. In addition, the role will include oversight and compliance with Federal and Statewide Technical Architecture requirements, risk identification and planning. The SMM provides input to senior level decision-makers to develop long-range strategic alternatives for solutions.The SMM should possess a strong and diverse background in both traditional and modern business solution and application architecture concepts, tools and practices. The SMM must have working knowledge of various platforms including legacy, service oriented and cloud-based solution architectures. The SMM will direct risk evaluation and compliance management processes, drive infrastructure planning, engineering and deployment. In addition this role oversees the formulation of IT policies, procedures, and performance management processes and measures.
