Job Description

POSITION SUMMARY:

Create a 2Gen approach to support the education and job training for Head Start parents in response to needs of enrolled families, in coordination with Family Services Coordinator. Responsible for building relationships with business, community education, industry, and workforce development system partners that support Head Start families in developing their own career pathways. Manages development of talent pipeline consisting of families and serves as a liaison between the Workforce system, Telamon/TRC and Head Start families. Explores strategic partnerships that meet new trends in workforce development.

DUTIES AND RESPONSIBILITIES:

1. Conduct outreach to solicit input from enrolled families to determine interest and needs around education, job training and career planning. Utilize information to tailor program design and recruit families.

2. Engages families as full partners by helping families develop and reach realistic and achievable long- and short-term goals, engaging them in assessing their needs and strengths, and supporting them in taking actions to reach their goals.

3. Conduct outreach to all partners in the workforce system on a regular basis to determine areas of need for collaboration. Develop and maintain partnerships with the local workforce boards that allow for the leveraging of resources and avoid duplication of services.

4. Develop MOUs to document partner relationships and leveraged resources in conjunction with the Head Start staff. Ensures the mobilization and documentation of matching/in-kind funds.

5. Implement family engagement strategies which advance family learning through education, training and establishing career pathways resulting in secure and sustainable employment that allows the family to thrive.

6. Facilitate a model that supports parent and family connections with peers, mentors, and other community members in formal or informal social networks that are supportive and educational. This is supported with cultural and linguistic responsiveness that promotes regular communication and support to families.

7. Work with statewide Head Start programs to help educate and foster valuable workforce relationships that benefit Head Start families while integrating workforce services into broader Head Start program services.

8. Identify available positions listed on the regional target employer lists and encourage qualified families to apply.

9. Share Labor Market Information with Head Start team members as needed and stay abreast of developing industry trends.

10. Assess family needs and train families to understand and utilize the workforce system.

11. Collect and use quality data to support the use of effective family engagement practices that have a positive impact on family and child outcomes, including school readiness.

12. Assists in development of program training plan. Facilitates and provides training, coaching and technical assistance to staff, parents and volunteers.

13. Enter all partner information and contacts into Development CRM data base and monitor all related activities. Enter family information into designated database to track goal attainment and family outcomes.

14. Develop and maintain strategic partnerships throughout the region including coordination with business services teams at the American Job Centers.

15. Participate as an active team member by coordinating employer outreach with Family Services staff to connect qualified participants to employment or work-based learning opportunities.

16. Attend, promote, and assist at job fairs.

17. Creates and submits required reports. Composes and proofreads correspondence and reports. Use data analysis systems to help make data driven decisions.

18. Represent Telamon at conferences, chamber meetings and selected social functions as required.

19. Develop and execute a marketing and advertising plan that targets families in need of wrap around services.

20. Performs all other duties as assigned by supervisor.

SUPERVISORY RESPONSIBILITIES:

This position directly supervises others. This may include participation in the recruitment/selection process for new hires, employee training, onboarding, conducting performance coaching/evaluation, compensation administration, delegation of duties and conflict resolution. Promotes an environment of teamwork and cooperation and is accessible to employees.

Qualifications

ROLE QUALIFICATIONS:

Education and Experience Requirements

A Bachelor’s Degree is required, a Master’s preferred. Minimum of 4years of workforce development experience preferred. Some knowledge of Early Childhood and Family Support preferred. Must have own transportation, a valid driver’s license, and vehicle insurance.

Skills and Abilities

Microsoft Office products and on-line client management systems. Bilingual ability is required- supervisor may change this to preferred as vacancy is posted if program needs warrants this Active Listening — Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
