Hourly Rate: $72 W2; $83 CTC/1099 Job Description: The Technical Specialist is a senior level resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems. The Enterprise Interoperability Architect serves as the technical resource to address problems of system interoperability and compatibility across a multitude of platforms. The position will define the different layers, views, relationships, and technical means needed to efficiently establish interoperable between identified information systems, both on-premise and in the cloud. Additionally, the position will assist in the design, development, and implementation of interoperability solutions. Establish integration design patterns to be leveraged by Integration / ETL Engineers Design, develop, and implement efficient and scalable integration solutions, adhering to best-practice standards in areas of performance, maintainability, exception handling & recovery Actively participates in architecture board meetings with application and infrastructure design architects to provide guidance on integration architecture and other IT processes and standards Works hands-on in designing and developing APIs for interfacing with Hospital EHRs, ELT jobs for big data workloads Works with technical/business representatives from 3rd party vendors, partner organizations for secure data exchange or other data related needs Serves as an interoperability subject matter expert and provides guidance to business, and technical team members Mentors, coaches, and develops Integration / ETL Engineers Job Responsibilities Develop collaborative views, enterprise dimensions and extrapolate levels of technical granularity within system to create roadmaps for interoperability Assist in the design, development, and implementation of efficient and scalable integration solutions, adhering to best-practice standards in areas of performance, maintainability, exception handling Works with technical and business representatives both within DHHS and from 3rd party vendors, partner organizations in support of secure data exchanges Assist in designing and developing APIs for external data integrations Develop and maintain documentation related to interoperability standards Collaborate with various stakeholder to ensure interoperability efforts support needs relating to functionality and performance Ensure interoperability efforts are consistent, complete, and meet defined quality levels Communicate with stakeholders to ensure cohesive strategies and ensure effective collaboration throughout all phases of development, testing and deployment Interact directly with clients, managers and end users as necessary to analyze project objectives and capability requirements, including specifications for user interfaces, customized applications and interactions with internal enterprise solutions. Required Skills:

  • Bachelor's degree in Computer Science, Computer Engineering, or closely related degree from an appropriately accredited institution. (5 years)
  • Six years of progressive experience in all areas of information technology architectural components, interfaces and their applications or related work (6 years)
  • Knowledge of interoperability enabling technologies and platforms such as, HL7, FHIR, Boomi, X12, API, etc. (5 years)
  • Experience architecting interoperability between complex disparate systems both internal and external to an organization. (5 years)
  • Ability to work with Enterprise Architects to provide an enterprise solution that is scalable, adaptable and in sync with changing business needs. (5 years)
  • Effective communication skills, both written and spoken. (5 years)
  • Ability to explain complex technical issues in a way that non-technical people may understand. (5 years)
  • Experience solving problems related to system interoperability. (5 years)
  • Demonstrated experience in utilizing tactical thinking/decision making skills as well as strategic thinking/decision making. (5 years)
  • Knowledge of regulatory standards such as Health Insurance Portability and Accountability Act (HIPAA) a plus. (5 years)
