The SCHS has several branches; however, this role will be working closely with Vital Records Branch. The main technological system that supports Vital Records activities is the North Carolina Database Application for Vital Events (NCDAVE). The role serves as administrator to ensure efficient and effective operation of the system, for internal and external users and stakeholders. The NCDAVE application includes all registration and routing functions for the Electronic Death Registration System (EDRS) and the Electronic Birth Registration System (EBRS).The position will also support Statistical Services Branch staff to ensure data integrity is maintained throughout data transmission to state, local, and federal agencies. This regularly requires working collaboratively with Vital Statistics to ensure the NCDAVE system generated reports and the data contained therein are routing to all the appropriate parties.The main Vital Records external registration partners are all the entities that undergird the birth and death registration processes. Those entities include hospitals/hospice facilities, funeral homes, the Office of Chief Medical Examiner, Health Departments, and Registers of Deeds. Our external data partners include the NCHS, CDC, SSA, NAPHSIS, etc. There is limited interaction with North Carolina citizens. There is also intra-agency exchange within North Carolina Division of Public Health.Some of the overarching duties of the role include but are not limited to the following:– serving as an NCDAVE Administrator;– fielding and resolving Microsoft Dynamics administrator helpdesk tickets;– maintaining Microsoft Access databases;– sending data to SSA, CDC, NCHS, NAPHSIS, North Carolina external registration partners, etc., and– monitoring data exchange contract deliverables.The role will work closely with a core team of technologists whose roles collectively support the technological functions of the State Center for Health Statistics. Furthermore, the IT Business Systems Analyst will work with Vital Records subject-matter experts, Statistical Services staff, and the NCDAVE Systems Support staff.The role requires the employee to leverage creative and critical thinking to resolve complex issues.
