Position – Project Manager(onsite)This position will plan and coordinate the timelines and deliverables for the conversion from an in-house licensing and vessel registration system to a third party Vendor supplied cloud-based solution. The Project Manager will direct the efforts of a cross-functional team of project related staff, manage issues and risks to effectively control and mitigate project impacts, and facilitate ongoing communication between agency project staff, vendor contacts, and agency management.Required Knowledge, Skills, and Abilities:Experience in managing, organizing, and leading medium to large IT projects with multiple internal and external stakeholders across multiple functional areas.Experience in managing issues and risks to effectively control and mitigate project risks.Considerable knowledge of Vendor Management and ensuring that contract deliverables are met.Experience with advising senior level management and leadership regarding issues and risks, process re-engineering, and technology issues.Experience and knowledge of technology issues such as requirements gathering, application development, database conversion, cloud hosting, and security and performance considerations.At least 5 years experience in a Project Management role, preferably with IT projects.Description (including, but not limited to):1. Provide oversight of one year long project comprised of multiple deliverables, including delegation and coordination of tasks.2. Collaborate with Vendor Project Manager for creation and management of the integrated project plan, execution of the project plan, project status, meetings, scope changes, risk and issue tracking/mitigation, and coordination across internal and vendor project teams.3. Facilitate meetings for negotiation and collaboration on issues both internal and external to the project team.4. Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet the goals of the agency.5. Provide status and feedback to agency management on project progression and potential issues/risks.6. Ensure that all timelines are met for Vendor tasks and deliverables and also for agency tasks and deliverables.

Required / Desired Skills:
  • 5 Years of Excellent written and verbal communication skills, including communications with agency staff and management Required
  • 5 Years of Vendor management skills Required
  • 5 Years of Project management skills with IT-related projects, including risk management, timeline and deliverables management, and managing stakeholders Required
  • 5 Years of High level of understanding of technology issues such as application development, database conversion, cloud hosting, and credit card processing Required
