Sr. Healthcare Business Analyst

Location : Raleigh NC

Duration : 12 monthsDivision of Women and Children’s Health, The North Carolina Early Intervention Branch (NC EIB), seeks a senior Business Analyst to support the business process and requirements analysis and implementation of a new web-based system.

The NCEI services assist young children with developmental delays/disabilities and certain established medical conditions. It is seeking a Business Analyst to support the business process analysis. The BA will use Department of Information Technology Business Analysis Team tools and templates to communicate requirements to the NCEI solution providers.The project is expected to be utilizing the agile methodology.RESPONSIBILITIES• Identifying and documenting current and state process workflows• Developing documents such as: Business objects inventory list Reports, email notifications and Forms List, Email Notifications/Letters Inventory List, User Stories, Permission Matrix, Wireframes• Additional development of documents may include but is not limited to: entity relationship diagrams, data dictionaries, system context diagrams• Assisting in performing functional and integrated testing• Preparing and maintaining project documentation and artifacts including analysis, reports and user documentation• Working with project manager, vendor developers, and end-users to ensure application designs meet business requirements• Providing UAT support, including developing test scenarios and cases using DHHS methodology• Supporting required system go-live activities• Documenting gap analysis • Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RAM• Attending PMO meetingsEmployee will perform other related work as requiredThe employee will travel in the local Raleigh area to attend meetingsKNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:• Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications • Strong writing and communication skills • Collaboration and relationship-building with their team members and clients• Results-oriented individual with a very strong work ethic and must be able to demonstrate excellent negotiation, communication and problem-solving skills• Ability to work with customers as a member of cross-divisional work groups and maintain positive and productive relationships with customers, peers, and superiors• Ability to act independently with sound business judgment and thrive in environment with diverse communication styles • Ability to prepare and present oral and written documents clearly and concisely • Ability to manage complex assignments with multiple work streams and aggressive (and sometimes competing) timelines• Understanding of Software Development Lifecycle (SDLC) concepts and process• Knowledge of and experience with IT Service Management best practices and principles• Experience with Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio) and Microsoft Project• Extensive understanding of SharePoint end user experience, sites, libraries, lists and groups• Healthcare or education data reporting systems experience is desired• Must have familiarity with agile methodology, tools and frameworks, i.e. scrum, kanban
