Targeted Section 3 worker is a Section 3 worker living within the service area or neighborhood of the project, which is in the vicinity of 3425 Rock Quarry Rd Raleigh NC 27610, or is a participant of the US Dept of Labor Your Build Program. A Section 3 worker is one who meets the low to very low-income limits found at https://www.huduser.gov/portal/datasets/il.html
