Responsibilities: Support the organization in meeting internal and external SLAs and contractual obligations in areas of data management, specifically data integrity, interfacing, reporting, and monitoring of data transactions. This role is diverse and will require an individual able to effectively maneuver from one facet of the role to another, all in effort to deliver a quality product to both our members and partners. Data management and integrity is a critical function of this role and includes reporting to both internal and external teams and entities within the specified SLAs, addressing data inconsistencies or errors, and partnering with teams as needed to mitigate or solve errors. It will involve investigative skills to validate or refine processes and business rules to ensure desired outcomes. Technical writing will be a component of the role in documenting processes and interfaces, develop standard operating procedures and guidelines documentation. This role will be expected to contribute in the streamlining and automation of processes whether leveraging other IS resources, or developing Excel and Access based tools to accomplish improvements. Monitoring of data being routed through defined processes is also a function of this role, which will require the individual to be able to recognize risks and concerns in a timely manner, and work collaboratively with teams and SMEs to see the issue through resolution. It will also entail monitoring maintenance and release management activities and their potential impact to the plan as well as data interfaces, and reporting out to the appropriate stakeholders. Reporting oversight and management means reviewing data reports for accuracy, consolidating data for submission and completing those submissions, working to implement modifications to existing reports, and being responsible for the development and/or oversight of new reports and extracts. This role will also be responsible in supporting initiatives and projects that fall under the Data and Technology Services team in supporting the data needs of the plan. Required skills and expectations:
  • Must be extremely proficient with Microsoft Excel, ideally at an expert level with the MOS Expert Certification
  • Must be comfortable in crafting pivot tables, trending data, analyzing findings, and presenting to small and large groups.
  • Comfortable with database design concepts such as data normalization, primary and foreign keys and able to leverage such knowledge and skills to solve for business needs while working with data extracts containing disparate data sets.
  • Experience with database design with tools like Access and SQL is desirable.
  • Will be responsible for technical reports to both internal and external customers including DHHS. This will involve coordinating data extracts from corporate IS teams and consolidation them into a set report layout using manual or automated processes
  • Will assist in coordinating data connectivity between trading partners through the submission and monitoring of request to designated IS teams
  • Will support within defined protocols remote access to secure data partnering with IS SMEs.
  • Ability to learn processes, file types, and health industry standards and jargon quickly
  • Have a high-level familiarity with change management concepts and SDLC
  • Research and troubleshoot system and application defects and works with vendor or developers for resolution.
  • Research and identify data integrity.

Education/ Experience:
  • High School/GED.
  • Associate's Degree.
  • Bachelor's Degree.
  • 1 to 3 years technical experience, expert skillset with Excel, technical writing skills.
  • 3 to 5 years technical experience, expert skillset with Excel, database experience and development: w/Access, SQL, technical writing skills, project management skillset.
