JOB DEFINITION:

The South County Supervisor is responsible for daily operations and supervision of the South County Transportation (SCT) facility and its employees. The South County Supervisor will assist with conducting investigations, oversee pupil management, and lead emergency and accident response.

Direct supervision is exercised over SCT transportation specialists bus drivers, monitors, office staff and mechanics. Frequent contact is maintained, in person, by phone and in writing with South County administrators relating to the implementation and coordination of the department's services.

The South County Supervisor works directly with the Transportation Supervisor (under the supervision of the Transportation Director). In the absence of the Transportation Director and Transportation Supervisor, the South County Supervisor will become the acting Transportation Director under the direction of the Chief Fiscal and Operations Officer.

NATURE AND SCOPE OF WORK:

ESSENTIAL JOB FUNCTIONS:

Adjusts work assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.

Assists transportation specialists with scheduling, and oversees the work of all SCT employees.

Maintain accurate recording of employee time worked and leave used.

Evaluates employee performance and prepares performance appraisals.

Assesses training needs of staff and arranges for or provides appropriate instructions.

Reviews applicant's credentials, participates in the interview process and hires staff.

Performs the functions of BTW Trainer as needed.

Resolves personnel problems and complaints.

Exercises human relations skills to motivate employees.

Counsels employees in work related activities, personal growth and career development.

Provide for driver training as needed by scheduling classes as prescribed by the Oregon Department of Education

Assists drivers with pupil management ensuring District guidelines are implemented.

May represent the Department in community meetings such as Traffic Safety, Commute Options, District Boundary Committees or others at the discretion of the Director.

Maintains office petty cash and purchases office supplies as needed.

Investigates complaints against department personnel and works with Transportation Director in initiating necessary corrective action.

Fulfills other related duties as assigned.

Fulfills performance standards identified in the evaluation process as required by the position.

WORKING CONDITIONS:

The employee operates under heavy workloads and inflexible deadlines. Work requests are often received which require immediate attention setting up conflicting priorities for timely response. Sound judgment and a pleasant attitude are required in stressful situations. This employee is required to drive a school bus as needed. All of the hazards inherent with vehicular travel are a routine aspect of this position. The employee is also required to carry or drag 125-pound weight 30 feet in 30 seconds or less. The employee must be able to lift and/or maneuver up to 40 pounds and sit for extended periods of time.

KNOWLEDGE, SKILLS AND ABILITIES:

The employee must possess the physical ability to regularly attend work and fulfill the essential functions of the position, with or without reasonable accommodation.

The employee is required to possess excellent communication skills, both written and oral. The position requires a high level of conflict resolution skills in dealing with drivers, parents, and members of the community who have complaints and concerns about the functioning of the department. The position has the authority to resolve differences within Department, District, or School Board policies. A thorough knowledge of these policies and all State and Federal rules, regulations, and laws is required.

The position requires daily communication within the department as well as overseeing the daily activities of vehicle maintenance, dispatch, routing, safety, and driver training. The employee is responsible for ensuring that all drivers are properly trained to enable each to receive and maintain a State of Oregon Bus Driver's License. The South County Supervisor must assist in the maintenance of all records required by the State Department of Education, State Department of Transportation, Department of Motor Vehicles, and Federal Department of Transportation.

The employee must be able to react quickly and correctly to emergencies that arise in pupil transportation such as traffic accidents, lost children, driver illness on route, and vehicle breakdowns. The employee must have the ability to apply general guidelines to specific incidents while remaining calm in response to the emergency.

The employee may be required to report to work by 4:00 a.m. on inclement weather days to gather information about local conditions and coordinate all emergency operation procedures required on these days.

The employee must:

Accurately interpret, implement and enforce State laws, rules, regulations and District policies relating to student transportation and equipment maintenance.

Establish and maintain effective working relationships with district administrators, other district employees, State employees and the public.

Operate two-way radio base station equipment.

Possess a valid Oregon Class B Commercial Driver's License issued by Oregon State Department of Motor Vehicles and maintain an insurable status for automobile and liability coverage.

Possess a driving record that conforms to the requirements of the State Department of Education for the issue of a School Bus Driver's Certificate.

Complete the physical examination for School Bus Drivers.

Hold a valid first aid card.

Hold a current, valid Oregon School Bus Driver's Certificate and ODE Behind the Wheel Certificate

Abide by confidentiality requirements.

Adhere to the district requirements for a drug-free workplace.

Communicate clearly and appropriately in speech and in writing in accordance with educational standards.

EDUCATION AND EXPERIENCE:

The employee must demonstrate three years of supervisory and administrative experience at a level equivalent to South County Supervisor; or, substituting college coursework in program planning and budgeting, supervisory or management principles and practices, or school transportation and maintenance programs for up to one year of the experience.

CERTIFICATION AND LICENSING:

This position requires an Oregon Class B Commercial Driver’s License and a State of Oregon School Bus Driver’s Certificate.
