This position provides permit processing, clerical and financial support within the Community Development department. Permit Technicians are responsible for issuing building and zoning permits; providing information and/or assistance to property owners, development professionals, contractors, real estate agents and the general public regarding the permit and development review process; enters and maintains permitting software data; receives, handles, or refers calls and visitors; maintains departmental files; collects and receipts monies received from customers; provides support to city advisory commissions; schedules building inspections; prepares land use notices; and performs other work as assigned.

ESSENTIAL JOB FUNCTIONS:

First point of contact for the department; greet visitors in a personable, professional, business-like manner; answer department telephone line and determine the nature of calls, route callers to the appropriate person or take messages as necessary; provide basic land use and building information to customers in person, over the telephone, and in writing; provide information regarding processes, procedures, and requirements involved in obtaining land use and building permits; provide clerical support to department staff; schedule appointments and meetings; direct complex inquiries to appropriate city staff.

Process land use and building permits; perform initial check for completeness on permit applications; enter data into the permit software system; issue over-the-counter permits; calculate building permit and land use application fees; collect and receipt monies into permit software system; track monies collected for school excise tax and state building permit surcharge; transmit quarterly reports and payments; prepare deposits and balance cash on hand as required; may initiate accounting transfers, credits, and refunds.

Compile and maintain data and information in manual and automated systems; review and route incoming mail and materials; prepare outgoing mail for delivery to postal authorities and delivery carriers; process public records requests; prepare notices for land use actions and advisory commission meetings; prepare and distribute daily building inspection schedules.

Provide administrative support for advisory commission meetings; prepare meeting room and materials; prepare, compile, and distribute materials for participants; transcribe minutes into prescribed format and distribute appropriately; maintain mailing information for various individuals, groups, and agencies; maintain current meeting information on city's website. Meetings may require attendance after normal business hours.

Prepare and/or type a variety of documents, such as letters, forms, notices, memos, agendas, reports, statistical information, etc., from rough drafts and oral instruction; compose routine correspondence and reports with minimal instructions; complete departmental forms.

Maintain a variety of files and filing systems by sorting, scanning and filing documents and records using alphabetical, index, cross reference, and other filing methods.

Provide notary services as needed.

Follow all safety rules and procedures established for work areas.

AUXILIARY JOB FUNCTIONS:

Maintain proficiency by attending training conferences and meetings, reading materials, and meeting with others in areas of responsibility.

Assist in the training of new personnel.

Provide back up support to other staff as needed in their absence.

Perform other work as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION, TRAINING AND EXPERIENCE

Education: Possession of a high school diploma, a GED, or equivalent.

Experience: Experience in advanced secretarial responsibilities and high level customer service is required.

Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above requirements.

Desirable Qualifications: International Code Council Permit Technician Certification. Two (2) years of municipal government experience, specifically in the area of development services. A 2-year degree is desirable.

SPECIAL REQUIREMENTS

License: Possession of, or the ability to obtain and retain, an Oregon driver license by the time of appointment.
