Job Description

Position Description The position is a Web Content and Design Professional has an expectation in the delivery of high-quality products and services and commitment to continuous improvement. Anticipates and meets the needs of both internal and external customers. Uses Marion County standard practices in web content management, and follows policies, procedures, and looks for opportunities in the best interest of the customer without compromising organizational standards or statutory requirements. Position Description The position is responsible for designing and analyzing web content, which involve knowledge in SharePoint competencies and performance standards. Additionally, the position will assist the creation and editing of web content. The position will require a responsibility for meeting with program areas in determining what content is not in line of industry practices. The position will document what is characterized as the TO-BE and then identify the gaps from the existing of the AS-IS State in identifying the business requirements within each organizational unit web site. The position will use the business requirements to update and create web content. The position will require providing recommendations to the department executive team regarding procedure for maintaining the website and web pages moving forward. The position will be responsible to adhere to protocol of standards in web content framework, which is managed by Marion County IT Enterprise Web Services. Marion County IT resources set the standards on page settings that are to be maintained. The position requires knowledge in standard change management practices, which are governed by specific guidelines within Marion County IT. Objective The objective of the position is required to have skills and knowledge in Microsoft SharePoint 2013 to the latest Microsoft 365 SharePoint. The scope of work includes content management practices that will provide updates of an existing sites for Health and Human Services (HHS) and migration into a modernized web systems allowing for improved performance and functionalities. In Addition, the position must follow current themes and framework, yet be able to provide graphic design services in the development of custom websites and interfaces. This includes website layouts, home page, landing pages, banners, secondary, images, and tertiary pages etc., while maintaining Marion County logos and branding. The position is responsible for scheduling timelines, meeting milestones, deadlines, designing, testing, implementation, and tracking progress designated by the business needs of Health and Human Services. General Statement of Duties Performs analysis of web sites and services for revising and developing updated contents for Marion County Health and Human Services Programs. The content development activities are specific to program projects or system applications and processes that are complex and of significant operational impact. The position is responsible for working with internal and external customers to translate and document business requirements; conducts business, manage scope creep, identify process, perform analyses, analyzes data requirements, implement changes, and specific functions of site content needs. The duties include content verification, participates in web site systems tests to ensure conformance with system specifications and works with others to resolve identified content problems. Establish and maintain positive and professional working relationships with coworkers (team members), other agencies, and the public. Comply with department and county policies and procedures. Effective and professional level written, verbal, and presentation communications with stakeholders. Attention to detail; achieves thoroughness and accuracy when accomplishing a task through concern for all the areas assigned. Deals well with ambiguity and a fluid environment, where independent judgement is required in balancing Health and Human Services Department objectives with the needs of the business, while following Marion County IT web standard practices. Excellent at prioritizing and balancing conflicting and or competing priorities. Maintain regular and punctual attendance. Skills Required Excellent communications skills o Verbal o Written Good Proofreader for errors and comparative analysis Innovative, creative, and excellent researcher in the areas design to enhance the layout Excellent interpretation skills for understanding customers and internal requirements in the standards practices of web base framework. Detail oriented, organized, and diligent follow up in review of updates and modifications to sites pages, sub-pages within SharePoint. Leadership skills to provide guidance and branding Excellent tester of elements for web sites and obtain user feedback Proficient to develop content Proficient in web software, understand CMS, able to update HTML/XML coding Demonstrate continuous improvement throughout engagement with customers Proficient in time management related to meeting driven deadlines by customer Proficient in using graphics, flash, and photoshop Skills Preferred Experience Required A minimum of 2-3 years experience in web-content management and design, and SharePoint experience is a plus. Demonstrate the ability to understand the business needs and target stakeholders of the content being shared with internal and external audiences. Have a critical eye, listen well, and communicate effectively. Experience Preferred Education Required Bachelors degree in journalism or communication Education Preferred Additional Information The position will be HYBRID. We would like this person onsite 1-2 days per week during the 6-month contract.
