Marion County's office of legal counsel is looking to fill a Senior Assistant Legal Counsel position with a candidate who has at least 5 years of experience and expertise in labor and employment law. Marion County will consider candidates meeting the Assistant Legal Counsel or Senior Assistant Legal Counsel classification requirements. The level at which the successful candidate is hired will be determined by the hiring manager.

Salary

Assistant Legal Counsel: $5,281.47 - $7,077.20 Monthly

Senior Assistant Legal Counsel: $7,098.00 - $9,507.33 Monthly

Duties

Primary areas of responsibility are providing advice and representation on labor and employment matters, including grievances and arbitrations, civil litigation, negotiating collective-bargaining agreements, and other duties as assigned. Provides legal advice to department managers and county employees. This includes telephone conferences, electronic mail, office visits, meetings, onsite visits, written opinions, seminars, and training sessions.

Acts as the primary legal resource for Human Resources and serves as backup to other assigned specialties; advises county departments on appropriate action for a variety of personnel issues; researches, analyzes, advises, and applies liability factors and risk management principles; trains county personnel; interprets federal, state, and local legislation, statutes, rules, and regulations; reviews and makes recommendations on proposed policy or procedural changes.

Defends county departments in labor disputes.

Negotiates collective bargaining agreements; participates in and consults on labor relation issues.

Defends personnel actions in administrative hearings, state courts, and federal district court.

Responds to various inquiries from citizens and other governmental agencies. Responds to the citizen and/or assists the agency in responding to questions or issues raised.

Requirements for the Position:

EXPERIENCE AND TRAINING REQUIREMENTS FOR ASSISTANT LEGAL COUNSEL

1. Graduation from an accredited school of law; AND

2. One (1) year of experience practicing law, with emphasis in civil law, preferably with experience in municipal government;

3. Must be a member in good standing of the Oregon State Bar prior to the time of appointment.

Additional requirement for Senior Assistant Legal Counsel:

In addition to the education and training requirements listed above, the Senior Assistant Legal Counsel must have at least four (4) additional years of experience practicing law, with emphasis in civil law, preferably with experience in municipal government.
