- Develop core enterprise data architecture principles.
- Collaborate with key internal stakeholders & third parties to ensure analytics solutions meet project information requirements and fit within the broader enterprise architecture structure.
- Define target architectures to support components of the data management and reporting conceptual architecture.
- Develop and document the conceptual data model and data flow for financial, operational & clinical processes and outcomes analytics.
- Manage data projects for adherence to standards and approved architectures.
- Be responsible for the architectural governance of multiple data management development efforts, to include Coordinate internal and external systems, including combining data from multiple systems into coherent summaries. Develop provisions and processes to identify and reconcile missing and conflicting data, as well as markers associated with similar data that means different things to different systems. Foster a common understanding of business data elements and requirements, and actively educate team members to develop their knowledge of this information. Guide the planning and sequencing for interproject data dependencies. Manage data harmonization by reviewing data fields so the same field does not have different names for the same record throughout the enterprise. Promote standard data and information vocabulary enterprise wide. Facilitate the establishment and execution of the roadmap and vision for information delivery and management, including the enterprise data warehouse, big data, BI and analytics, content management and data management.
- Own the enterprise logical model, to include: Define standards & drive the consolidation of redundant data. Identify opportunities for sharing databases and services internally and externally. Ensure application data models and integration designs are consistent with the conceptual data flow, identify unanticipated capabilities, and endorse the strategic vision through data models.
- Evaluate tools and make recommendations to meet business information needs.
- Partner with industry analysts, software vendors, and internal stakeholders to develop the data architecture and delivery strategies.
- Manage critical projects, including providing oversight, directing those involved with the design, documenting the design and development process, creating training materials, and training nontechnical users how to use the database.
- Develop and manage an informatics and enterprise data management budget.
- Manage projects in resolving data and data integration design issues.
- Ensure solutions are consistent with the defined future-state enterprise architecture.
- Develop resource plans and estimates for data-related components of solutions.
- Create high-quality analyses for financial, operational, and clinical program functions, defining metrics and KPI s that track the business s performance at different levels.
- Create new data-driven approaches to generate business insights through data analytics and information visualization and to address financial, operational, and clinical processes, outcomes, and improvements in a proactive manner.
- Develop specific queries and reports within the Enterprise Data Warehouse tool to support senior management and functional leaders.
- Validate, interpret, and create reports and presentations for senior management, function leadership, and relevant stakeholders.
- Define the data collection needs of the business for current and future work, guaranteeing high-quality data and reliability across the organization.
- Create a long-term, enterprise-wide plan to integrate all business systems and workflows across the organization.
- Maintain centralized documentation of integration activities and mapping rules from disparate data sources that are referenced in the BI environment.
- Be responsible for developing and maintaining formal descriptions of the data and data structures, including data definitions, data models, data flow diagrams, and other characteristics of metadata such as metadata management, business semantics, data modeling, and metadata workflow management.
- Publish high-level data relationship charts to: o Avoid data redundancy, prevent data and business transaction inconsistency, and facilitate data reuse and sharing, to include: Learn what all the organization s systems do, model the critical data flow, and identify opportunities. Build and maintain a central database of the organization s databases, and document fields that could potentially be shared enterprise-wide to serve as a data reference model system. Develop a data strategy and associated policies to propel the organization toward codifying best practices (e.g., a policy may specify one of the following data standards: information assurance, data retention, or data stewardship).
- Bachelor s degree in computer science or related field and/or appropriate experience. Master s degree in informatics, statistics, or related field preferred.
- Five years of experience in solution design in a hospital/provider setting, including care management, clinical research, clinical operations, managed care operations, finance, and administration.
- Three years of prior supervisory/management experience.
- Proven track record (with references) in solution design and problem-solving, with deep technical implementation experience in data modeling and master data maintenance.
- Proven competency in one or more of the following roles: database administrator, data modeler, data integration developer, BI/DW architect.
- Proven technical, clinical, and business track record in multiteam project delivery.
- Experienced in one or more databases and/or mainstream BI/DW vendor technologies (Epic; big data concepts; analytical tools such as Crystal, Business
- Solid understanding of impactful and emergent industry trends within the BI/DW/ analytics space.
- Understanding of healthcare data standards, taxonomies and reference data coding systems (i.e., ICD 10, CPT, SNOMED-CT, etc.).
