Position Description: This position is responsible for managing a team of enterprise network engineers that plan, design install, operate and maintain the UPHS enterprise network. This position is responsible for running day to day operations and maintaining the network. The position also helps to define the strategic direction of the health system's enterprise network to ensure that appropriate scalability and flexibility are maintained.

The primary focus of this position is to maintain and operate the network at the highest levels of availability and performance that are required to support Penn Medicine's mission. This includes day-to-day service management and problem resolution, as well as service improvements based on long-term performance trending.

Accountabilities: • Serve as the primary point of contact for network operations to ensure that the health systems' technology requirements are met. Oversee the development of network procedures and configuration guides for use by Network Operations which will promote consistency across the enterprise network. Ensure effective utilization of materials, staff & financial resources• Ensure timely response to network emergencies and outages during working hours and on an on-call basis to provide optimal service levels.• Manage the work of networking personnel to ensure timely and accurate service and technical support. Select and hire network engineering personnel. Train and evaluate employees to enhance their performance, development and work product. Address performance issues and makes recommendations for personnel actions. Motivate and reward employees appropriately based on performance.• Own the technical relationships with both hardware/software vendors, as well as, bandwidth vendors and ensure that adequate maintenance coverage is maintained.• Ensure all systems-related activities are documented thoroughly including user requests, system design and development, modifications, testing, and on-going production support processes.• Coordinate with appropriate support groups within Information Services and with other departments as necessary. Manage Information Services and vendor project team for the delivery and maintenance of information systems.• Manage new site / technology implementations according to the approved capital budget and the developed and approved timelines. Provide regular updates of the project status to the Information Services leadership team.• Participate as an active member of the Information Services Management Team. Develop and present project analysis (including cost/benefit) for management review.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Minimum Requirements: Education and Experience: • Bachelor's Degree required. A degree in Computer Science or other engineering/science degree preferred. Master's Degree preferred.• Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program. • At least 8 years of paid professional experience in the design and operation of large enterprise networks required. • At least 2 years of paid professional experience managing/mentoring network personnel as either manager or a senior contributor required. • At least 2 years of paid professional experience with cloud services such as AWS or Azure preferred.

Licenses, Registrations, and Certifications: • CCNA, CWTS, Network+, or JNCIA preferred.

Preferred Skills: • Understanding of vendor application infrastructure and design,• Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment

Additional Information: As part of our COVID-19 response, this position may currently be offering partial or full remote work. However, in the near future this position will require full or partial on-site work.
