Position Description: The Information Services (IS) Manager is responsible for leading and managing one or more work teams relating to the development of innovative solutions that achieve successful performance goals for the IS department. Responsibilities also include managing a team of individuals through multiple projects while developing and maintaining project plans to ensure milestones and project deliverables are met. Develops detailed technical knowledge of systems and business processes and identifies process improvement initiatives and targeted opportunities for improvements. Manages and coordinates the development of new functionality, testing and implementing scheduled vendor releases and system upgrades, and fixing system defects. Develops the change management procedures and protocols for the department.

Accountabilities: • Manages multiple highly complex projects and initiatives simultaneously through the project management life cycle. • Manages the day to day operations of assigned team including but not limited to employee mentoring, performance management, timecard retrieval, team meetings, and communicating operational requirements. • Develops a detailed technical knowledge of application systems and business processes and identifies process improvement initiatives and targeted opportunities for improvements in the application.• Develops, manages and executes project plan tasks and milestones while meeting project objectives and reports project changes to leadership as appropriate. • Develops new policies and procedures relating to system design, enhancements, change control, and maintenance of the application.• Manages the delivery of complex workflow/system requirements in order to design, configure, test and implement application solutions.• Defines system requirements, and develops logical data models using best practices for build and configuration, maintenance and data integrity.• Coordinates, creates and maintains all documentation for assigned applications in order to establish standards for configuration and enhancements within the application.• Develops, and executes test plans that are comprehensive and inclusive of application functionality changes and/or enhancements to ensure successful outcomes.• Develops departmental standards regarding change control to ensure accurate data tracking and monitors change process by maintaining current protocols and reporting any problems to appropriate personnel.• Participates as an active member of the Information Services Management Team. Develop and present project analysis (including cost/benefit) for management review.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Minimum Requirements: Education and Experience: • Bachelor's Degree required. • Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program. • At least 3 years of experience in Information Technology required. • Management or leadership experience preferred.• Healthcare experience preferred.

Required Skills: • Demonstrated project management skills required. • Experience with Project Management tools and methods required.• Knowledge of basic hardware configurations and database management tools required.• Ability to troubleshoot, research and solve technically challenging problems required.• Demonstrated customer service skills required.• Ability to communicate effectively with all levels of staff required.• Ability to work effectively with a range of business, clinical, and academic leaders required.

Preferred Skills: • Ability to implement process improvements preferred. • Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment preferred.• Broad understanding of the Microsoft environment preferred.

Additional Information: As part of our COVID-19 response, this position may currently be offering partial or full remote work. However, in the near future this position will require full or partial on-site work.
