National Railroad Passenger Corporation (Amtrak) has an opening for a Lead Project Controls Specialist - Scheduling in Washington, DC.

Job Duties: Develop, use and improve existing enterprise tools, systems and work processes to assist Project Management Practitioners in effective management control and reporting on schedule and progress measurement for a moderate complexity project. Develop project dashboards, schedules, cost performance reports and risk registers in close collaboration with assigned Project Manager and other team members. Work with senior level Controls Practitioner or PMO Director, and may matrix into a project or program team. Provide project support and expertise within our engineering, procurement, and construction practice. Work with an internal team of professionals along with client project managers, construction professionals, and project stakeholders, to develop, manage and monitor Critical Path Method (CPM) schedules, project forecasts, and provide required project performance data for internal project control systems that report out CPI, SPI, and other KPIs. Develop and maintain detailed Engineering and Construction CPM schedules using Primavera P6 software, incorporating standard principles of Project Management, in support of the Capital Program. Develop and maintain detailed reports that identify cash flow projections, track resource forecasts/requirements, yield cost/schedule performance measurements, and identify time impact analyses, in support of the Engineering Department's requirements to State, Public, and Federal entities. Develop work breakdown structures, charts, tables, graphs, and diagrams to assist in analyzing problems and trend analysis. Review current scheduling and forecast reporting metrics and recommend improvements. Review and improve dashboards and presentations about project performance indicators, and feed this data to ensure a cohesive picture of project's contribution to the program and/or portfolio. Review with Project Managers actual progress versus planned progress to determine trends. Assess the impact of critical path and near-critical activities and report same to project management. Perform CPM analysis for baseline versus current schedule submissions from 3rd party vendors, and provide narrative on key schedule activities and potential schedule impact issues.

Requirements: Employer will accept Master's degree in Engineering, Construction, Project Management, Project Controls or a related field and 4 (four) years of experience in the job offered or 4 (four) years of experience in a related occupation. Alternatively, the employer will accept a Bachelor's degree in Engineering, Construction, Project Management, Project Controls or a related field, followed by (6) six years of progressive, post-baccalaureate experienced in the job offered or (6) six years of progressive, post-baccalaureate experience in a related occupation. Experience must include:

  • Experience in project controls software and tools such as Primavera P6, Hard Dollar, WebWEE, Deltek Acumen, and XER Toolkit.
  • Experience in project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting).
  • Experience in Microsoft Office Suite and SharePoint.
  • SAP applications, MS Access and reporting tools such as Power BI.
  • Experience with interpreting project documents and specifications to accurately develop baseline schedules which include all required dates, activities and milestones.
  • Experience with written, tabular, and graphic reports that communicate project cost status.
  • Experience in analyze, evaluate, and problem solve challenges in a project management/project controls environment.
  • Experience in automated cost/schedule management systems.
  • Experience in Earned Value Management technique to measure project performance.
  • Experience with understanding and incorporating different resource types from an estimate into a schedule and using to project labor demand and constraints against available resources.
  • Experience with developing Integrated Master Schedules for project/program work that is split between internal staffing, and 3rd-party (or Sub) scope.
  • Ability to perform schedule analysis as it pertains to delays and schedule variances.
  • Experience in analyzing multiple float paths to determine current vs baseline critical path.
