Position Description: This role may be filled at the Sr. Data Consultant or Data Consultant level!

Sr. Data Consultant:

Job Summary:
The Senior Data Consultant provides Sub-Acute and Therapy Services (the Program) leadership with the data, analysis, and insight necessary to ensure informed decision-making on key strategic issues. He/she will demonstrate mastery over data tools, concepts and processes related to the Program including PA Long Term Care Grant related initiatives. He/she will be an expert in navigating the Penn Medicine EMR (Epic or other) data space primarily from finance/quality /operations perspective as well as other Penn Medicine data sources and PA State Systems. The Senior Data Consultant will oversee data routines, establish sound data standard operating procedures, and play a strong role in standard metric development within the Program.

The Senior Data Consultant will provide leadership to SDS and data teams across the organization related to Sub-Acute and Therapy Service specific data sets and analysis.

Finally, but foundationally, the Data Consultant is accountable to facilitate a highly effective work culture for the Program and its reputation within Penn Medicine a well as among external stakeholders.

Accountabilities:• Data Routines:Primary data analysis contact for an entity or a specific organization structure (e.g., service lines).Manage internal and external data vendors as requested and hold them accountable for deliverables.Optimize work processes and automate tasks.Setup standard operating procedures for data teams.

• Subject Matter Expertise:Demonstrate mastery over one or more Epic data modules. Be the "go-to" resource for the analyst community. Maintain or obtain Epic Clarity certification. (within 3 months)Demonstrates mastery and control over data mart load processes and ensures high availability of accurate data to end users.Must be an expert in SQL query authoring. Mentor other team members on this skillset.Provide technical consulting support to other data teams within the organization.

• Supervision:Oversee (direct or in-direct) work output of data analysts and consultants.Help Recruit, train and coach new hires and set them up for success.Manage up expectations and escalate concerns in a prompt manner.Track tasks and requests and ensure timely completion of activities.

• Data Governance:Must participate actively in enterprise data governance initiatives (finance, quality and/or operations). Must promote adoption of standard data definitions and usage across analyst teams.This position will help data domains debate data definitions and move towards a common definition.

• Problem Framing and Decision Quality:Help business users frame poorly articulated needs into robust data deliverables keeping in mind data governance work.This person will strive for high decision quality by thinking ahead and informing stakeholders for success.

• Other Tasks:Collaborate effectively with Information Services and other data teams in the organizations. Ensure high availability of data systems such as Tableau.Work toward problem resolution breaking down barriers between teams.

Data Consultant:

Job Summary:
The Data Consultant provides Sub-Acute and Therapy Services (the Program) leadership with the data, analysis, and insight necessary to ensure informed decision-making on key strategic issues. The Data Consultant will advance the data analytic capabilities of the team by demonstrating mastery over data tools and the team's data marts. The role will be adept in navigating Epic's data space and provide support for other team members. In addition, the Data Consultant must be able to choose and apply the use of data tools to answer a business question.

The Data Consultant will demonstrate mastery over one or more tools such as Tableau, Qlik and SAP Business Objects and will be adept in at least one data domain (finance, quality, operations, service, marketing or others) including workflows and data organization.

Finally, but foundationally, the Data Consultant is accountable to facilitate a highly effective work culture for the Program and its reputation within Penn Medicine a well as among external stakeholders.

Accountabilities:• Support and extend existing data spaces• Ensure data mart loads, dashboards and data products are refreshed on a timely basis. Audit data and ensure accuracy. Partner with Information Services (IS) as needed.• In partnership with IS, maintain the data environment and ensure updates to core data and summary frameworks such as diagnoses codes, market data, SDS rules engine and other data processes are completed in a timely manner. Test the data for completeness and ensure data movement across environments (Dev > QA > Prod).• Work with vendors to troubleshoot issues with data tools and ensure timely resolution.

• Develop new information platforms to help Penn solve business and clinical challenges• Design, build, test and deploy dashboards in multiple data platforms. Optimize dashboards for performance and scalability. Be the dashboard administrator and go-to person for data products owned by SDS.• Build sophisticated data tool packs to answer complex business questions. These tool packs will contain transformed data from source system that allow analysts to answer multiple business questions. Use SQL, Tableau and other data tools to build solution sets for end user consumption.

• Serve as an expert resource on Penn's information systems and how they relate to business and clinical challenges• Super user of Dimensional Insight/other analytics platform.• Possess detailed knowledge of processes, workflows and data structures within a domain such as finance, quality, operations, service and marketing. Use this expertise to successful accomplish tasks in the role. Be acutely aware of data relationships between domains.• Be available and provide support for the analyst pool within Penn Medicine. Educate and coach them on the proper use of data tools to answer business questions. Build training modules as a mechanism to train new analysts. Maintain "best practice" documents.• Become certified in one of Epic's core Clarity curriculums. Maintain certification as needed.• Serve as an expert in data visualization; respond to ad hoc requests for charts/maps/infographics.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Minimum Requirements: Sr. Data Consultant:

Required Education and Experience:
• Bachelor's Degree required, in Computer Science, Business Administration or Health Information Management• 6+ years of experience in health care industry in some combination of the following: physician practice operations, clinical analytics, health plan, multi-facility health system, or accountable care organization (ACO) settings required• Prior work experience with EMR data required

Required Skills and Abilities: • Strong quantitative and analytical abilities• Intermediate to expert level SQL query writing experience• Demonstrated knowledge of data structures and relationships used in reporting historical trends, current opportunities/problems, and future direction• Communicates effectively with all levels of staff to exchange information, ideas, and respond to inquiries• Demonstrated interpersonal/verbal communication skills

Data Consultant:

• Bachelor's Degree required, in Computer Science, Business Administration or Health Information Management• 4+ years of experience in the health care industry in some combination of the following: physician practice operations, clinical analytics, health plan, multi-facility health system, or accountable care organization (ACO) settings required• Prior work experience with EMR data (Epic, Cerner, Meditech, etc.) required Required Skills and Abilities::• Strong quantitative and analytical abilities• Intermediate to expert level SQL query writing experience• Demonstrated knowledge of data structures and relationships used in reporting historical trends, current opportunities/problems, and future direction• Communicates effectively with all levels of staff to exchange information, ideas, and respond to inquiries• Demonstrated interpersonal/verbal communication skills
