Position Description: Penn Medicine's Clinical Imaging area is seeking a Director, Information Services!

This position may be filled at the Senior, Mid or Associate Director level!

Senior Director Level:

Job Summary:Working under limited supervision, the Senior Director, IS is responsible for directing and managing complex projects and initiatives which significantly impact business outcomes and requires a large degree of cross-functional participation and coordination. Defines strategic direction of the department through short and long-term goal setting, assessment of information technology needs, information systems integration, IT business operations, risk analyses, security, applications development, database management, user and system support and related operations. Directs and oversees the day to day operations of assigned team members including professional and technical staff, managers and directors.

Accountabilities:• Provides leadership for the implementation, support and optimization of the UPHS IS supported Epic and non-Epic related applications. • Leads and participates in defining the strategic direction of the department through short and long-term goal setting, assessment of information technology needs and information systems integration, IT business operations, risk analyses, security, applications development, database management, user and system support, and related operations• Directly manages both director and manager level personnel that are focused on the Electronic Medical Record (EMR) and other specific application solutions. • Leads and participates in developing departmental policies and procedures to enhance operational efficiencies, while working through IS managers, leveraging peer resources, engaging external expertise, and maintaining strong relationships with internal business units, and clients.• Directs a team of professional and technical employees while working closely with other Information Technology management to ensure project success. • Works through complicated and often political project delivery situations while demonstrating successful outcomes and quick resolutions to problems.• Interacts closely with senior leadership and key project stakeholders with exceptional interpersonal, verbal and written communication skills.• Meets with departmental and physician practice leadership in order to develop implementation plans, set project expectations and develop organizational relationships between Corporate IS and supporting departments.• Serves as the primary contact point between Penn Medicine and Epic Corporation and other application vendors as it pertains to EMR related topics.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Director Level:

Job Summary:Leader of the team that provides implementation and support services for those applications which health system senior management has assigned to the IS department and that are used by administrative departments at Penn Medicine.

Accountabilities:• Responsible for leading the implementation and support of those corporate applications assigned to the IS department by Penn Medicine senior management. These applications are used by administrative departments (aka: "functional areas") including but not limited to corporate Finance, corporate Materials Management, corporate HR and entity and corporate Building Security.• Participates in and is a valued contributor in the Business IT Governance committee.• Defines / recommends strategic direction for assigned applications through short and long-term goal setting, assessment of information technology needs, IT business operations, risk analyses, security, applications development, database management, user / system support and related operations.• Administrative responsibility for manager and/or staff level personnel that are focused on assigned applications.• Participates in the development and monitors departmental policies and procedures to enhance operational efficiencies, while working through IS managers, leveraging peer resources, engaging external expertise, and maintaining strong relationships with internal business units and clients.• Works through complicated and often political project situations while demonstrating successful outcomes and quick resolutions to problems.• Interacts closely with senior leadership and key project stakeholders in user departments and within IS with exceptional interpersonal, verbal and written communication skills.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.• Other duties as assigned to support the unit, department, entity, and health system organization.

Associate Director Level:

Job Summary:Responsible for leading and managing multiple cross-functional work teams across multiple entities and or practices relating to the development of innovative application solutions that achieve successful performance goals for the assigned functions. Overseeing project plans to ensure milestones and project deliverables are met. Directly manage Manager (or Senior Manager), Lead and Analyst level personnel that are focused on specific clinical application solutions. Use working knowledge of application systems and business processes to identify process improvement initiatives and targeted opportunities for improvements in the application and as it applies to clinical operations. Oversee the management and development of new functionality, testing and implementing scheduled vendor releases and system upgrades, and fixing system defects. Oversee the change management procedures and protocols for the department; create and maintain all policies and procedures for all assigned applications, and develop, plan and execute testing for supported applications. Manage the performance of direct reports including: work assignments, goal setting and annual reviews, time and attendance and salary administration. Responsible for working with key operational stakeholders and promoting collaboration within the application teams and with our end customers. Responsible for planning and ensuring professional development initiatives are met within the team. Interact closely with Application Director and key application stakeholders/users with strong interpersonal, verbal and written skills.

Accountabilities:• Manages multiple highly complex projects and initiatives simultaneously through the project life cycle.• Develops, manages and executes project plan tasks and milestones while meeting project objectives and reports project changes to IS Director.• Develops new policies and procedures relating to enhancements, change control, and maintenance of the applications where applicable.• Defines system requirements, and develops logical data models using best practices for build and configuration, maintenance and data integrity.• Oversees the Development and execution of test plans that are comprehensive and inclusive of application functionality changes and/or enhancements to ensure successful outcomes.• Manages the Application team when implementing system upgrades and scheduled vendor releases as requested to enhance the applications platforms and meet project objectives.• Develops departmental standards regarding change control to ensure accurate data tracking and monitors change process by maintaining current protocols and reporting any problems to the Applications Director.• Provides continuous performance feedback to all team members to ensure that employees understand expectations and requirements.• Manages the day to day operations of the Applications team; employee mentoring, timecard retrieval, team meetings, and communicating operational requirements of UPHS to all team members.• Oversees the implementation according to the approved capital budget and the approved timelines.• Ensure ongoing support and maintenance of the system through IS staff balancing cost with quality and ongoing system enhancements and optimization.• Participates as an active member of the Information Services Management Team. Develop and present project analysis (including cost/benefit) for management review.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.• Other duties as assigned to support the unit, department, entity, and health system organization.

Minimum Requirements: Senior Director Level:

Required Education and Experience: • Bachelor's Degree in Business, Healthcare or IT related discipline required • Master's Degree preferred• Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program• 7+ years of demonstrated management experience (IT or Clinical) required

Required Skills and Abilities:• Enterprise IT experience• Leadership, strategic planning and project execution skills• Vendor management skills• Management in Clinical applications either in application support or implementation role.• Healthcare domain experience and advanced knowledge/experience with clinical systems applications.• Excellent Project Management skills and demonstrated experience• Experience with Project Management tools and methods• Strong customer service orientation and ability to follow through issues to resolution.• Detail oriented, strong analytical, organizational, and problem solving skills required.• Ability to analyze, diagnose, suggest and implement process changes• Ability to interact with all levels of physician practice personnel to include: IT management staff, consulting staff, clinicians, clinical administrators, etc.• Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment required• Must be able to function as part of a team providing a high level of quality service to clients• Epic Vendor certification preferred

Director Level:

Required Education and Experience:• Bachelor's Degree in Business or IT required• Master's Degree in Business or IT preferred• Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program• 10+ years of proven experience with corporate applications and 7 years of management experience

Required Education and Experience:• Bachelor's Degree in Computer Science or related field required• Master's Degree preferred• Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program• 5+ years of supervisory experience managing Applications or Healthcare IT teams required• 5+ years of experience in healthcare IT preferred.

Required Skills and Abilities:• Management in Clinical applications either in application support or implementation role• Ability to troubleshoot, research and solve technically challenging problems involving integrated systems• Detail oriented, strong analytical, organizational, and problem solving skills required• Ability to analyze, diagnose, suggest and implement process changes• Strong customer service orientation and ability to follow through issues to resolution• Ability to interact with all levels of physician practice personnel to include: IT management staff, consulting staff, clinicians, clinical administrators, etc.• Strong with process improvement and project management skills• Ability to successfully manage multiple projects and personnel (managers, leads and analysts)• Vendor management skills• Must be able to function as part of a team providing a high level of quality service to clients• Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment preferred• Clinical applications management experience in either an application support or implementation role preferred• Vendor certification preferred
