Global Business Services is the primary interface to the company's service centers where business process standardization is leveraged to achieve operating efficiencies in software development and testing, content production, and other business process outsourcing (BPO) functions where productivity improvements and increasing levels of quality can be achieved. This position is part of the GBS, IT Division that provides holistic support for numerous IT domains including, Project Management Organization, Data Center Hosting (including Cloud Computing), Network, Telecom, Unified Communications, End User Computing and Information Security. These services are provided in all regions globally including NA, EMEA and APAC.

Wolters Kluwer is looking for a Lead Enterprise Architect. This key lead will be responsible for:
  • Architecture and strategic direction of network services
  • Hands on technologist involved in architect strategy, end state design and solution engineering direction for the Network domain
  • Takes technical leadership of the design for all technology sub-domains related to Network technologies. This includes new technologies as well as more traditional technologies
  • Responsible for documenting Network technology enterprise level design, developing standards within the Network domain, facilitating the development of the domain strategies and roadmaps
  • Provides oversight to the development of well-formulated models of the components of the Network design, augmenting the models as necessary to fit all of the circumstances; overall Network architecture integrity; ensures leverage opportunities are identified; and maintains architectural models as a framework for understanding the Network domain
  • Provide support to Engineers in the design of specific solutions contributing deep technology guidance and ensuring that resulting designs are aligned with the end state design for the Network Domain.
  • Engage industry and academic resources for deep sub-domain expertise. Additionally, will develop communication and education forums covering Network standards and industry directions
  • Identify strategies and timing of the introduction of new Network technologies that bring value to WK
The Lead Enterprise Architect will provide direction and authority in the following areas:

  • Manages day to day support of network services, equipment, and tools
  • Manages all request, issue and incident escalations
  • Manage network technical services strategy and drive annual planning process for network related teams
  • Manages the governance processes across the Network, EUC and Security teams
  • Drives architecture standards across Network, EUC and Security team as well as working with other GBS team to create Enterprise Architecture for WK
  • Point person on all SEV 1 / SEV 2 incident management. Responsible for ongoing quality improvement through an established Problem Management process
  • Develops and approves Root Cause Analysis (RCA's) and drives proactive / preventive process improvement
  • Develops and evolves network Methods & Procedures (M&P'S) on an ongoing basis
  • Develops and manages projects and technical implementations related to networks, with minimal disruption to clients
  • Manages network equipment / services refresh program to ensure current supported technology is utilized by coordinating with supplier and WK Business Units
  • Coordinates with WK Finance Team regarding Data Com expense billing reconciliation reviews and Carrier dispute management
  • Develops and manages network budget
  • Assists staff with troubleshooting, managing, and resolving technical issues with network infrastructure and services
  • Covers for Network and Telecom Tower Lead during absences, or as needed
  • Develops and manages projects and technical implementations to support our global network transition and transformation program
  • Develops and manages comprehensive cloud connectivity and exchange
Key Responsibilities:
  • Research and develop new WK Network Services and Standards for WAN, ISP and other Data Com Transport including emerging AVPN MPLS WAN and Metro Ethernet.
  • Research and develop solutions that require integration of security, EUC and network technologies.
  • Develop technical transformation plans, business cases and Carrier Contract changes as needed to foster adoption of new data com transport technology.
  • Provides network technical, service management and functional requirements specifications.
  • Integrates new acquisitions infrastructure into WK centralized network tools and contracts.
  • Development and management of all network services architectural plans and strategies.
  • Develops long range strategy for network equipment, networks, and tools.
  • Manages and assures all network ITIL processes are followed (e.g. Change, Request, Problem)
  • Manages all documentation related to network infrastructure
  • Maintains knowledge of applicable network technologies by reviewing technical literature and attending training seminars
  • Utilizes system administration tools as required to manage, monitor, and maintain network systems.
  • Drives conversion of Legacy / non-standard networks and network services to the WK Global Standard set of services
  • Develops RFI's, RFQ's and RFP's, and manages the vendor response process.
  • Creates Business Cases for new networks, network services and network upgrades.
  • Drives internal WK and vendor resources to improve availability and performance of al network services.
  • Monitors outsourcing relationships, performance, and workflows to assure the outsourced service meets WK needs Service Level Agreements (SLA's)
  • Lead interface with AT&T, Level 3 and other Carriers for account service issues.
  • This includes participation in monthly calls regarding SLA, billing, provisioning, circuit inventory management and project management.
  • Maintain a complete understanding of Carrier contracts, rates and revenue commitments is required.
  • Develop new network transport services to support emerging WK application requirements such as IP Video implementation, Connectivity to Cloud hosting providers, Unified Communications Integration, QoS, etc.
  • Coordinates with WK Sourcing and Legal teams to develop / modify new service contracts.
  • Manages contracts with network vendors for equipment maintenance.
  • Coordinates with other region Network Service Leads (e.g. Europe & Asia Pac) to ensure global standards are met and that global projects are architected, designed and implemented consistently.
  • Interfaces with other WK GSS and Vendor Infrastructure domain experts and project managers to develop and deliver solutions that cross multiple technical domains.
Key Requirements:
  • Bachelor's Degree in technical or business field or equivalent technical training or experience
  • 6+ years' experience as Data Network Engineer with heavy emphasis on:
    • WAN technology design
    • DNS and SSL Certificate
    • Implementation
    • Monitoring
    • Management and ordering
  • 5-7+ years of experience, working with Domain expertise in the following areas:
    • Local Area Network (LAN)
    • Wide Area Network (WAN)
    • Cloud networking and cloud connectivity
    • Internet Connectivity
    • Routing Protocols
    • Network Security
    • Wireless Access (WAPS)
    • IP Addressing (Schemas, VLANS)

    • Quality of Service (QOS), Class of Service (CoS), and the differences between them
    • Differentiated Services Code Point (DSCP) and Explicit Congestion Notification (ECN)
    • WAN Optimization
    • All other IP network based or reliant technologies
  • Full working knowledge of the principles and concepts of telecommunications (IP and TDM) Knowledge and experience with telecom billing systems; web and audio-conferencing technologies, voice applications; and mobility / wireless technologies and management
  • Knowledge and experience with multiple hardware and software communications components, both IP and TDM Knowledge and experience with telecommunications network provisioning, billing, maintenance
  • Knowledge of inside cable plant Knowledge of telecommunications standard topologies and physical specifications
  • Excellent documentation of requirement, change management, and topology skills Knowledge of public, private, and hybrid cloud computing networks using Microsoft (Azure, O365), Amazon (AWS), and Google environments.
