This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division (IOD). Responsibilities The primary purpose of the position is to serve as a Management and Program Analyst in the role of a regional Regulatory Analyst, focused on supporting the Region's chemical security program's missions. Typical work assignments include:
  • Performing a variety of assignments in support of implementing the Chemical Facility AntiTerrorism Standards (CFATS) Program.
  • Supporting compliance assistance and provide subject matter expertise to field inspectors about covered facilities and chemical facilities of interest.
  • Responding to and coordinating technical consultation requests and assist in developing trend analyses.
  • Coordinating with senior analysts, top management, and technical project officers to develop and implement policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program evaluation and decision making.
  • Initiating, scheduling, and, as necessary, conducting technical consultations and compliance assistance visits to provide regulatory subject matter expertise.
  • Supporting the execution of complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes.
  • Assists with outreach activities, engagement, and expansion of relationships with public and private sector chemical security stakeholders.
  • Supporting the administrative needs of the organization including coordinating other employees travel, and reviewing and monitoring tasks, ensuring on time completion.

Qualifications

GS-11: You qualify for the GS-11 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-09 grade level performing the following duties:
  • Gathering and researching information from varying sources to prepare and deliver reports on program operations;
  • Completing administrative tasks such as organizing meetings, scheduling and tracking events, assessments and inspections and assisting in the completion of required reports;
  • Assisting with outreach to internal and external stakeholders in the critical infrastructure sector; and
  • Assisting with surveys or research projects to analyze and assess the effectiveness of critical infrastructure programs (i.e. chemical security).
  • OR B. Substitution of Education for Experience: You have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

    C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.

    GS-12: You qualify for the GS-12 grade level if you possess the following:

    Experience: One year of specialized experience, equivalent to the GS-11 grade level performing the following duties:
  • Coordinating and executing security exercises and/or training events within the critical infrastructure sector;
  • Conducting trend analysis, with a focus on regulatory compliance activities, to assess the effectiveness of critical infrastructure programs;
  • Evaluating facility requests to make recommendations regarding further needs such as extensions or adherence to policy and procedures; and
  • Generating metric-supported data reports that include analysis and recommendations regarding program operations and compliance activities.
  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Promotion Potential: The full performance level of this position is GS-12. This is a non-supervisory position.
