Job Description: ECS is seeking a Senior Architect to work as the Chief Architect for the Legacy Data Consolidation Solution (LDCS) program. LDCS is migrating data from legacy electronic healthcare records to a unified database. The Chief Architect will have a complete understanding of the LDCS systems and cloud implementation and be responsible for providing technical guidance and oversight for the team, including being the primary technical interface with the customer and program office stakeholders. The Chief Architect collaborates with the program contractor technical leadership to define and evaluate solutions to technical program challenges and make recommendations to the Program and Project Manager.
  • Provide technical recommendations to the Program and Project Manager to ensure that LDCS established requirements will be successfully delivered.
  • Identify potential technical and schedule risks and lead the effort to establish the necessary mitigation plans to eliminate or minimize those risks.
  • Track and manage system performance and identify ways to optimize performance.
  • Work with the program Chief Systems Engineer to define required workstreams, establish the necessary teams, and assist with successful completion of workstream tasks.
  • Act as liaison between multiple technology groups and representing groups in large scale meetings.
  • Work with analysts and customers to derive requirements for use cases/scenarios.
  • Determine the feasibility of design within time and cost constraints, and consulting with engineering staff to evaluate the interface between hardware and software.
  • Plan, assign work when acting in a lead role, determining designs, collecting metrics on all associated development tasks, coding, debugging, creating documentation, conducting tests and building applications on a predefined schedule.
  • Produce and implement design specifications, documenting design modifications and unit testing results.
  • Identify and work with strategic and technology partners to discover new product solutions.
  • Maintain current industry knowledge of development concepts, best practices and procedures as the technology base evolves.
  • Facilitate meetings to determine the validity and priority of issues found within products.

Required Skills:
  • 7 years' experience leading software and system development of complex information systems, application, or operating system software.
  • 5 years' experience developing and integrating systems in a cloud based (AWS preferred) environment with a deep understanding of the DoD Risk Management Framework and associated cybersecurity impacts.
  • Ability to communicate effectively with both technical and non-technical individuals.
  • Experience with Agile development methodologies.
  • US Citizenship is required.
  • Ability to obtain government security clearance.
  • Bachelor of Science in STEM (Computer Science, Information Technology, Engineering, or Data Analytics)

Desired Skills:
  • Experience with DoD software and systems development.
  • Experience in all phases of the systems engineering life cycle (SELC) including initial design/analysis through deployment.
  • Ability to clearly communicate technical concepts to both technical and non- technical users.
  • Ability to manage multiple responsibilities with tight deadlines in a fast-paced environment.
  • Team player, with strong interpersonal skills.
  • Ability to effectively communicate and share knowledge with contacts at all levels.
