Scope of the project:
  • This project shall extend the functionality of the State's SLR to meet the requirements for Meaningful Use attestation, data collection, and reporting for Meaningful Use Stage 3 and Modifications to MU 2015-2017. Clemson University's Medicaid Information Technology Services (MITS) team develops and operates systems on behalf of the State's Department of Health and Human Services (SCDHHS). Clemson's MITS team will be responsible for the project management and oversight of this project.

Daily duties / Responsibilities:
  • The Business Analyst is responsible for assessing, designing, developing, and implementing the State's SLR for Meaningful Use Stage 3 and Modifications to MU 2015-2017, as well as any other statutory changes relative to the Program. The Business Analyst will work as part of a small development team under the direction of Clemson's technical project manager for new technology development.

Required skills (Rank in order of importance):
  • Assess, design, develop, test, and implement the State's SLR in response to the Medicare and Medicaid Programs: Electronic Health Record Incentive Program Stage 2; and Meaningful Use Stage 3 and Modifications to MU 2015-2017, and any other statutory changes relative to the Program.
  • Demonstrate expertise to provide business requirements and ongoing support of the SLR system for the year one Adopt/Implement/Upgrade (A/I/U) attestation option.
  • Demonstrate expertise to lead the business requirements and help with the design of all system and database changes related to Stage 1, & Meaningful Use Stage 3 and Modifications to MU 2015-2017
  • Coordinate with SCDHHS business and leadership staff and Clemson University technical analyst and .NET developers for SLR Meaningful use Stage 3 and Modifications to MU 2015-2017 and other relative statutory or process change implementations and articulate the use of EHR technology to all stakeholders.
  • Provide detailed analytical tasks related to the project and provide direction to the other technical HER Incentive Payment team members and document using the BRD (Business Requirement Document) and using Business Process Model ideally using BizAgi.
  • Ensuring the system is functioning properly including all batch interfaces with the CMS National Level Repository (NLR).
  • Demonstrate expertise with XML transaction sets for SLR as defined by CMS (B6, B7, D16, D18, C5, D17, E7, and E8). Need to have a basic understanding of .NET technology and entity data framework.
  • Demonstrate experience working on State Level Repositories (SLR) or National Level Repository (NLR)
  • Keen ability to recognize opportunities for process improvement that may be supported through the application.
  • Ability to assess current solutions, and solutions available through other State's efforts and develop the most cost-effective and efficient plan
  • Understanding of modern/agile IT development lifecycle processes including development and testing.
  • Superb written and oral communications skills, including the ability to effectively interact with both Managers/senior leadership and software developers/system administrators.
  • Willingness and ability to effectively engage with people and organizations on a continuous basis.

Preferred skills (Rank in order of importance):
  • Medicaid and Medicare experience with a focus on SLR and related business rules and policies and processes.
  • Medicaid eligibility system/business operations experience.
  • Medicaid Management Information System (MMIS) experience
  • Medicaid operations experience.
  • Public sector and/or academic environment experience.

Required Education:
  • Bachelor's degree preferred. Or 10 years of experience.

Required Certification:
  • None required. Microsoft. NET/SQL Server and/or related Microsoft Technology Certification preferred.
