Job ResponsibilitiesThis is a South Carolina Department of Social Services Internal Job Posting. Only current South Carolina Department of Social Services employees are eligible for this position.All South Carolina Department of Social Services (DSS) Employees are expected to Adopt, Implement, and Promote the Published Mission, Vision, and Guiding Principles, While Employed by the Agency.Under limited supervision, the Human Services Specialist II is responsible for investigation, claim establishment, adjudication, recoupment and collection activities for all Economic Services cases in which an overpayment occurred.Monitor, follow-up and review monthly reports for retailer fraud, whistleblower, QC, and OIG fraud reports; and serve as the backup for the multiple card report.Manage Benefit Integrity caseload to timely establish or unfound referrals against cases where overpayment of SNAP or TANF benefits, or misuse and fraud of EBT benefits is suspected.
Review referrals, analyze case records, conduct interviews with clients, witnesses and collateral contacts to obtain thorough evidence to document the existence and non-existence of an overpayment or EBT misuse and classification of a claim.Monitor and complete necessary follow-up activities on established claims. Initiate collection and recoupment of over-payments. Adjudicate intentional program violations represents the agency in hearings; Coordinate with the Office of Inspector General and the court system to prosecute and collect restitution from fraud cases.Complete PARIS matches and NDQ out of state verifications.Reviews, is knowledgeable of, and correctly applies past and current SNAP, TANF and Benefit Integrity policies and procedures.Complete request for EBT debits and/or add funds to EBT cards for OIG.Monitor social media for suspected EBT abuse.Minimum and Additional RequirementsA High School Diploma and four (4) years experience in clerical, administrative, social work, correctional, business administration, or general business.An Associate's Degree and two (2) years experience in clerical, administrative, social work, correctional, business administration, or general business.Or an equivalent combination of education and experience as approved by the Division of State Human Resources.The employee must have knowledge and understanding of past and present policy. Working knowledge of fact gathering methods and interviewing techniques, working knowledge of state and federal laws and regulations relative to the area of responsibility. Ability to effectively communicate both orally and in writing.
