Essential Duties and Responsibilities:·Works under the general direction of IT Executive Management.·Assists the CIO and DCIO in managing the IT Security budget as required.·Develops, implements, and monitors a strategic, comprehensive enterprise information security and IT risk management program to ensure that the integrity, confidentiality, and availability of information is owned, controlled, or processed by the organization.·Develops and maintains up-to-date information security policies, standards, and guidelines.·Oversees the approval, training, and dissemination of information security policies and practices.·Guides the business continuity and disaster recovery efforts for the Information Technology Division.·Manages the incident response planning, as well as the investigation of security breaches, and assists in addressing disciplinary and legal matters associated with such breaches as necessary.·Works in conjunction with other divisions, develops the prioritization of security initiatives and spending based on appropriate risk management and/or financial methodology.·Coordinates information security regulatory activities and works with vendors to ensure compliance. Administers enterprise risk management efforts and ensures remediation and mitigation efforts are completed.·Collaborates with Internal Audit to identify, review, and remediate security risks in both ongoing and planned operations. Manages various risk management tools to monitor internal and external information security events and trends and advises senior management of related issues and activities.·Identifies and investigates potential threats, vulnerabilities, and control techniques and communicates this information to departmental system administrators.·Builds and maintains relationships with government agencies to address issues and facilitate effective communications.·Creates and manages information security and risk management awareness training programs for all employees, contractors, and approved system users. Recommends initiatives to raise and enhance information security awareness and training through capital and operational budget planning.·Manages a team of security analysts and engineers.·Serves as the Security subject matter expert.·Maintains comprehensive knowledge of federal, state, and local privacy and security regulations and industry best practices that keep the City abreast of privacy and security technology advances and in compliance with related laws.

Education/Experience Requirements: ·Bachelor's degree in Information Technology or any related field and eight (8) years of information systems management and systems security experience with four (4) of the eight (8) in a supervisory capacity.·Certified Information Systems Security Professional (CISSP) or similar information security certification required. Master’s degree in Management Information Systems or related field preferred.
