Major Job Responsibilities

  • Work with technical team to develop architectural design and delivery of an enterprise data platform that enhances the company’s ability to efficiently, effectively, and securely streamline data access across departments through policies, standards, and practices that increase data management, governance, and improved use of data and analytics,
  • Foster the creation of a data-driven culture, related competencies, and data literacy across the enterprise,
  • Identify new or untapped sources of data to enable business innovation throughout the organization,
  • Define processes for the effective, integrated introduction of new data,
  • Integration of data for use by analysts throughout the organization,
  • Management of Government’s Open Data initiative, which is a key element of the Government’s Smart and Connected City strategy
  • Actively engage departments and agencies in their review of non-open data, publishing additional datasets and expanding open data offerings for citizens
  • Establish governance for enterprise data program,
  • Identify opportunities to enhance data standards, quality, reliability, access, and governance of data assets,
  • Develop and operationalize enterprise information management principles, policies, and programs, for stewardship, advocacy, and custodianship of data and analytics,
  • Work with the Chief Information Security Officer (CISO) to promote the privacy and security of data, including adherence to the Information Security policies.
  • Create data sharing standards and facilitate data sharing agreements necessary, both internal and external to departments and agencies,
  • Organize and lead data and analytics working group to build the critical foundations of a data-driven enterprise.
  • Serve as data and analytics subject matter expert and liaison with technical staff and senior leadership to ensure data goals and objectives are met. Provide expertise and consults on new Government data-related or data-intensive initiatives.
  • Help shape program strategy and vision, establish shared goals and work with cross-functional partners and leaders across the organization on strategies for executing, measuring progress, and sharing results.
  • Understand business priorities in order to develop technical use cases and business impact metrics to measure program success.
  • Participate in complex, multi-disciplinary, and highly visible technical projects through the full project lifecycle.
Minimum Qualifications:A bachelor's or master's degree in business administration, computer science, information management, related field, or equivalent work experience.Experience:
  • Five or more years of experience implementing and/or supporting enterprise data programs.
  • Demonstrated experience developing and effectively managing relationships with external and internal partners.
  • Experience in multiple domain areas, such as data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, Master Data Management, data standards, regulatory compliance and enterprise architecture frameworks.
Preferably:
  • Experience developing organizational data policies and procedures.
  • Experience designing strategic metrics and scorecards.
  • Two or more years of experience in information-intensive industries or digitally advanced enterprises.
  • Experience with geocoding and map visualizations.
  • General understanding of GIS and spatial data.
Knowledge/Skills:
  • Excellent oral and written communication skills, including presentation skills and the ability to explain digital concepts and technologies to business leaders, as well as business concepts and use cases to technologists.
  • Excellent interpersonal skills; able to work across department and agency lines at senior levels to achieve common goals.
  • Skilled in working with various audiences on digital innovation.
  • Knowledge of enterprise data management concepts, technologies, and best practices.
  • Skilled in interpreting gathered data; ability to find patterns and trends in analyzed data.
  • Analytical skills: outstanding analytical and problem-solving abilities.
  • Aptitude to develop and operationalize a framework for information management.
Preferably:
  • Proven track record of participation in complex, multidisciplinary talent teams in new endeavors and delivering solutions.
  • Skilled in integrating complex cross-agency processes and data models.
  • Strong understanding of relational and dimensional databases and data warehousing structures, theories, principles, and practices.
