Southwestern Health Resources (SWHR), which was formed in 2015 and commenced operations in 2016 by Texas Health Resources (THR) and The University of Texas Southwestern Medical Center (UT Southwestern), blends the strengths of both Texas Health and UT Southwestern from preventive care to the most advanced interventions to better serve North Texas residents. The integrated network builds on more than 50 years of collaboration between the two institutions to improve the health of North Texans.SWHR includes 29 hospital locations and more than 4,000 physicians located throughout North Texas in its network. With over 650 points of access to care, this provides for higher value and allows patients to access services across a full continuum of medical needs. The network serves people across 16 counties in North Texas. SWHR Clinically Integrated Network coordinates care for more than 900,000 patients, aligned with commercial health care plans and Medicare programs, along with more than 13,000 Medicare beneficiaries enrolled in its Care N’ Care health plan. It also provides Population Health Services through clinical and quality data along with analytic services necessary to support the physician-driven clinical decisions.The General Counsel, Southwestern Health Resources Clinically Integrated Network (SWHR CIN) will supervise the legal support of all SWHR CIN operations. The position will also support strategic initiatives and projects as assigned by the Senior Executive Officer, SWHR CIN.The General Counsel, SWHR CIN has the following duties and responsibilities:

Serves as the senior legal advisor in the organization and must maintain a trusted close relationship with the Senior Executive Officer, SWHR CIN.

Represents the legal interests of SWHR CIN in contact with outside parties, including attorneys and individuals of other companies and government agencies.

Fosters and maintains a close working relationship with the THR General Counsel and the UT Southwestern Vice President for Legal Affairs.

Participates as a senior member of management, working directly with the corporate executive team to understand strategic initiatives and business needs, to provide legal counsel and establish and influence appropriate ethical standards and legal considerations which must be taken into account when decisions are made.

Responsible for providing legal advice to the organization on all matters affecting healthcare operations to ensure compliance with federal, state and local regulations, including but not limited to Stark, Anti-Kickback Statute, False Claims Act, HIPAA, credentialing, tax, antitrust, billing compliance, insurance, litigation and employment law.

Lead the preparation and/or review of contracts, participating provider agreements, business associate agreements and other legal documents (not to include managed care contracts).

Act as independent review and evaluation body to ensure compliance issues are investigated and resolved.

Advise on the development and revision of policies and procedure for all business functions and contractors.

Manages litigation related to the SWHR CIN; interacts with THR, UT Southwestern and outside counsel in the defense of claims.

Supervise attorney handling general law and employment issues.

This individual must also have strong interpersonal communication skills.Education and/or Experience:

A J.D. from an accredited law school

Licensed to practice law in the State of Texas.

At least 10 years of relevant professional legal experience required with a strong preference for healthcare regulatory experience.
