  • Job Summary
  • The Developer Analyst performs highly complex (senior-level) computer systems analysis work and serves as the primary Drupal and WordPress administrator for the agency's website. The analyst develops web and browser applications. The analyst performs logical database management for agency web applications. The analyst creates and maintains appropriate technical and security documentation. Provides training and instructions to agency staff for use of in-house web applications. Participates in and provides information in cross-agency workgroups in the implementation of web page templates and standards across the enterprise. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
  • Essential Job Tasks
  • Design, develop and administer the agency's Drupal website and WordPress blogs.
  • Plans, develops, and maintains web and browser applications to support Library programs and operations. Trains team members in Drupal development and website management best practices
  • Participates in and provides information in cross-agency workgroups in the implementation of standard web page templates and enterprise usage of web applications including: Drupal, WordPress and in-house applications.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.
  • Performs other duties, as assigned.

  • Minimum Qualifications
  • High school diploma or equivalency
  • Eight (8) years' experience using PHP programming language within the LAMP or LEMP software stack to develop and maintain applications.
  • Eight (8) years' experience designing, developing, and administering enterprise websites, tools, workflows, custom themes and modules using a Content Management System (CMS) within a LAMP or LEMP software stack; which must include experience in the following:
  • Using HTML and CSS in accordance with current web standards.
  • Design and development of MySQL databases.
  • Using jQuery for web application front-end development.
  • Developing within common web development frameworks and extensions (Laravel, Django, Symfony, etc.).
  • Experience with Drupal website administration and management.
  • Experience with WordPress website administration and management
  • Proficient knowledge of the Linux operating system and CLI.
  • Knowledge of system development methodologies, programming concepts, computer equipment and operating systems, and development environment procedures.
  • Ability to recognize, analyze, and provide solutions to computing problems.
  • Ability to follow detailed instructions and documentation standards.
  • Ability to communicate in a clear and concise manner.
  • Ability to establish and maintain effective and cordial working relationships with staff at all organizational levels, and external entities.
  • Ability to prioritize work to meet deadlines.
  • Preferred Qualifications
  • Graduation from an accredited college or university with a degree in computer science, information systems, or related areas of study
  • Experience in any of the following:
  • Implementing and managing successful information retrieval systems (Drupal Search, Solr, or other open-source tools).
  • Experience with website administration and management using Drupal administration tool, Drush.
  • Experience building responsive websites.
  • Experience with AJAX web development techniques to create asynchronous web applications.
  • Experience using Python programming language within the LAMP or LEMP software stack to develop and maintain applications.
  • Proficient knowledge of JavaScript, Ruby and Java.
  • Proficient knowledge of about cross-site scripting and SQL injection security issues.
  • Experience using ticketing systems such as Remedy or KACE.
  • Recent Industry Certifications related to programming or web development

  • Complete copy of college transcripts and /or certifications if applicable.
  • Occasional work over 40 hours including nights and weekends.

  • Design, develop and administer the agency's Drupal website and WordPress blogs (45%). Administer website and blogs, assigned applications, and data interfaces; extend Drupal with core and contributed modules as needed; perform updates and necessary upgrades using Drush administration tools. Keep current with Drupal and WordPress core and module releases and security bulletins. Implement and manage a search engine platform or enhanced search capability of Drupal website users. Research viable search and retrieval options for agency website, such as cloud subscription, Drupal Search API, Solr, or other open-source search tools and make recommendation. Implement selection and manage the agency's use of the selected option. Using Drupal 7, design, develop, modify, and maintain custom Drupal modules and themes; create and maintain Drupal content types and views; design front-end using current CSS extensions; write and revise self-documenting code; code functional tests using open source tools to ensure conformance to OWASP security standards and application requirements; work with TSLAC staff to test and debug maintenance applications; perform release management for Drupal web site components using version control tool, Git.45%
  • Plans, develops, and maintains web and browser applications to support Library programs and operations (45%). Performs web-application coding tasks using secure frameworks based upon business requirements; designs and codes applications adhering to established architecture, design and coding standards. Assists in establishing coding and database best practices for the agency.
  • Trains TSLAC staff in Content Management Systems development and website management best practices; participates in and provides information in cross-agency workgroups for implementation of standard web page templates and enterprise usage of Content Management Systems (10%). Provides input on the training needs of Applications team staff to supervisor. Monitors and reviews relevant new technologies for potential use by the Application Services team and helps the team to implement these as appropriate. Keeps informed on current Drupal and WordPress best practices and up-to-date development techniques and procedures.
  • 3.Contrator Responsibilities
  • The Contractor shall:
  • Complete required IT Security Training.
  • If contractor has already completed this mandatory training as a term of the DIR contract, the certificate of completion should be submitted with your response.
  • Follow all state agency processes, procedures, and guidelines.
  • Submit weekly timesheets to the ITS Director; temporary personnel will be paid monthly for the hours worked within a given month.
  • Provide results of the work product to the ITS Director; may be requested to provide a weekly status update of the assigned work.
  • Agree to conduct all its work under the awarded contract by and through appropriate communication with TSLAC. No work shall begin by Contractor except with the prior written authorization of TSLAC. Contractor understands and agrees that work or services performed without prior authorization of the TSLAC is work outside of the scope of the contract and shall be performed exclusively at the Contractor's risk.
  • Provide services in accordance with the requirements specified herein and the resulting contract(s) and adhere to the TSLAC General Terms and Conditions and any federal terms and conditions, if attached.
  • Be responsible for all costs incurred in the performance of the contract.
  • Comply with all laws, ordinances, statutes, and regulations pertaining to the services required herein, and shall obtain such permits, licenses, and other authorizations as may be required.
  • Follow relevant safety rules and conduct the work in a safe manner.
  • Participate in lessons learned to provide feedback to the agency during contract closure at no additional cost to the agency.
  • Property of TSLAC: All production materials supplied to or developed by the temporary personnel as a result of this contract are the property of TSLAC and shall be returned promptly and in good condition at the written request of TSLAC. The Contractor shall be responsible for all damages during the period the materials are in the Contractor's possession, including but not limited to, when at the Contractor's facility or at any subcontractor's location. If damaged or lost, the Contractor must replace the materials at Contractor's sole expense.
