Primary Purpose

Parkland Community Health Plan’s (PCHP’s) Director, IT and Business Intelligence is responsible for leading PCHP’s IT, Data Warehouse, and Reporting Teams and overseeing PCHP’s technical infrastructure and implementations in support of PCHP’s goals and objectives. The Director, IT and Business Intelligence is also responsible for ensuring appropriate systems security and data governance policies, procedures, and infrastructure are in place to eliminate security risks to our organization.

Minimum Specifications

Education

  • Bachelor’s degree in computer science, management information systems, information technology, statistics, mathematics, or related discipline is required.
  • Master’s degree in related disciplines is preferred.

Experience

  • Eight (8) years of experience in Information Technology and Business Intelligence in both organizations with established IT infrastructure and rapidly growing companies.
  • Eight (8) years of experience working in a Managed Care Organization with oversight of multiple departments and systems.
  • Eight (8) years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
  • Experience preparing or assisting with budget, policies and procedures, and progress reports.

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.

  • Proficiency with Microsoft Office Excel, Word, and Outlook.
  • Knowledge of Healthcare related IT concepts such as electronic data interchange preferred.

Responsibilities

  • Provides leadership, guidance and support for the IT, Data Warehouse, and Reporting Teams.
  • Oversees all IT and BI operations infrastructure including the PCHP Help Desk, systems configuration, system implementations, and data warehouse and reporting.
  • Develops, implements, and evaluates IT projects in line with organizational objectives.
  • Responsible for ensuring appropriate security controls exist for all environments and systems.
  • Responsible for ensuring appropriate data governance policies, processes, and procedures are in place and followed.
  • Leads PCHP’s Data Governance Committee.
  • Acts as a liaison with other departments to determine and address their IT and BI needs and requirements.
  • Collaborates effectively with PCHP’s information technology business partners and vendors.
  • Proposes strategic solutions and recommends new systems, software, and infrastructure
  • Prepares financial budgets and progress reports.

Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of PCHP.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of PCHP.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
