Primary PurposeManages the planning, development, promotion, and implementation of a cost-effective Occupational Health program in order to provide Parkland with a healthy work force. Responsible for supporting, facilitating, leading clinical and administrative functions which will enhance and advance clinical and performance improvement goals and objectives. Provides medical expertise, administrative, medical and nursing support as well as professional liaison functions which enhance high quality, timely and safe patient centered care, patient values services, best practice and compliance.

Minimum Specifications

Education

  • Physician Assistant:
  • Bachelor’s Degree from an accredited college or university and successfully completion of an accredited Physician Assistant Program recognized by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) or its predecessors.
  • Advanced Practice Registered Nurse:
  • Master’s Degree in Nursing accredited through the Commission on Collegiate Nursing Education (CCNE) or the Accreditation Commission for Education in Nursing, Inc. (ACEN).
  • Doctoral degree preferred.

Experience

  • Must have ten years of clinical experience in a similar specialty area.
  • Five plus years of progressive leadership/supervisory experience.

Equivalent Education and/or ExperienceMay have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

Certification/Registration/Licensure

  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role.
  • Must have current healthcare provider CPR course completion card from one of the following:
  • American Heart Association
  • American Red Cross
  • Military Training Network.
  • Must meet and maintain licensing and registration requirements as delineated by the Medical Staff Bylaws, Medical Staff Rules and Regulations, and Credentialing Policies/Procedures.

  • Current licensure from the Texas Board of Nursing as an Advanced Practice Registered Nurse (APRN) with authorization to practice as a Family, Adult, Gerontology, Adult-Gerontology Primary Care, Adult-Gerontology Acute Care, Acute Care Nurse Practitioner, Pediatric, Neonatal, Psychiatric Mental Health, or Women’s Health Nurse Practitioner.
  • Must have active certification as Nurse Practitioner by one of the following:
  • Family Nurse Practitioner (FNP) by American Nurses Credentialing Center (ANCC) or American Academy of Nurse Practitioners Certification Program (AANPCP) –OR-
  • Adult Nurse Practitioner (ANP) by ANCC or AANPCP

Responsibilities

  1. Selects, trains, schedules, motivates, supervises and evaluates employees to ensure accountability for the achievement of organizational goals and metrics. Makes recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees have an opportunity to further their knowledge.
  2. Responsible for developing, implementing, marketing, managing, reviewing, and evaluating Occupational Health programs which are designed to educate and promote healthy life styles for all Parkland employees. Assists with developing, implementing, monitoring, and revising annual goals and objectives for the Occupational Health department that support the missions and objectives of Parkland.
  3. Ensures that appropriate Occupational Health services are available for all Parkland employees. Ensures employees are treated for on-the-job injuries, and appropriate counseling and education for employees is provided as needed. Oversees the laboratory, testing, and immunization services to help provide Parkland with a healthy work force. Responsible for approximately 1400 health screening, immunization, wellness visits for continued residents and incoming new residents annually and for approximately 30,000 visits annually in Occupational Health Services.
  4. Responsible for the preparation, distribution and maintenance of health data, records, and reports to ensure that appropriate documentation is maintained and communicated to internal and external stakeholders as needed.
  5. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines such as the Nursing Practice Act Standards, Health Care Financing Administration, Centers for Disease Control, and the Joint Commission that impact the Occupational Health department. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal/state/private health plans. Develops, recommends, and implements policies, procedures and protocols covering the delivery of care to ensure Parkland maintains a healthy workforce. Seeks advice and guidance as necessary to ensure proper understanding.
  6. Identifies and analyzes the design of jobs, work processes, work flows, etc., for the department and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the Occupational Health department and Parkland.
  7. Solicits, plans, implements, and manages external contracts for Occupational Health, services/products. Oversees financial aspects of contracts to ensure financial viability. Ensures services are provided as specified by the contracts.
  8. Responsible for effective fiscal management of Occupational Health. Prepares annual budget, incorporating Parkland and Occupational Health goals. Monitors performance reports and other financial data to ensure informed business decisions are rendered regarding staffing, equipment, supplies, and other resources to support the infrastructure of Occupational Health
  9. Plans, develops, and implements methods to evaluate and track the success of programs to ensure that services are effectively meeting the needs of Parkland and its staff. Foster and maintains collaborative relationships with external agencies related to quality initiatives, including but not limited to purchasers, government agencies, and other stakeholders.
  10. Stays abreast of the latest developments, advancements and trends in Occupational Health by attending seminars/workshops, reading professional journals and actively participating in professional organizations. Integrates knowledge gained into current work practices. Actively participates in professional organizations at the local, state, and national level.
  11. Maintains a positive working relationship with management, vendors, other hospitals, employees, patients, and patient’s families ensuring effective departmental operations and patient centered/patient valued health care services.
  12. Works collaboratively with the Director of Medical Staff Professional Services and Credentialing Affairs in the development of the initial Focused Professional Practice Evaluation criteria as it relates to special privileges and peer review functions while ensuring that the department meets all necessary regulatory, accreditation and compliance standards.
  13. Works in partnership with Quality, Patient Safety, physician leadership, direct reports and other applicable Parkland leaders to develop and implement a comprehensive performance improvement program that achieves quality patient care that is measurable and sustainable.
  14. Ensures a very high level of compliance with CMS, Joint Commission, state and other regulatory bodies, indicators and requirements
  15. Develops, manages and sustains excellent relationships with UT Southwestern and Children’s medical staff; addresses medical staff concerns; and informs the VP of issues that may adversely affect hospital operations, medical staff relations, and reputation. Communicates effectively and consistently with nurses, ancillary staff, and other departments/units across the health system. Maintains ongoing communication with other health systems and community healthcare providers as necessary.
  16. Participates in hospital/system wide interdisciplinary committees to represent Occupational Health and Parkland Health & Hospital System. Uses written medical protocols efficiently, identifies quality care issues, and initiates problem solving and innovation.
  17. Uses data and trend analysis to identify improvement opportunities in area of responsibility and creates high impact action plans. Incorporates clinical best practices and quality into ongoing improvements. Implements appropriate changes to improve clinical and financial outcomes that support the overall goals of Occupational Health Services.
  18. Oversees some patient management, ensuring exceptional customer experience by creating an atmosphere of respect and courtesy, listening and responding to their concerns and providing clear explanations of plans, progress, etc. through standardized approaches.
