PRIMARY PURPOSE

Reporting to the Manager, Talent Acquisition in the department of Talent Management at Parkland Health & Hospital Services, this position works in a highly collaborative manner with hiring managers and HR Business Partners to understand the objectives and staffing needs of the departments supported. This position develops and executes customized sourcing and recruiting strategies generating a pipeline of qualified candidates for current, and future, non-exempt and exempt staff positions. This position is responsible for the full life cycle of the recruitment process in accordance with established standards. Incumbents will also be required to manage the required documentation of the process. The position works closely with hiring managers in creating skilled and diverse candidate pools and assists in making the best hiring decision for each search. The position also acts as a Parkland representative at job fairs and external networking activities.

MINIMUM SPECIFICATIONS

Education

- Requires theoretical knowledge, often gained through a combination of experience and/or advanced education. HSD Required.

- Bachelor's degree in Human Resources or Business Administration related fields desired.

Experience

- At least 2 years of professional experience building effective relationships, process alignment and facilitation, business partnering, and delivering results required.

- Medical/Healthcare staffing experience; agency and/or corporate desired.

- Strong proficiency in utilizing Applicant Tracking System (ATS) tools to manage the recruiting process desired.

- Direct experience managing client relationships, fostering stewardship and delivering staffing results is essential.

- Professional experience managing full life cycle recruiting (job posting, sourcing candidates, resume review, interview scheduling, calibration meetings, offer process management and onboarding) processes desired.

- Working proficiency in leveraging data/metrics to manage workload, report results and leverage during business partnering engagements.

- Working experience with MS Office and other technologies.

Certification/Registration/Licensure

- Professional in Human Resources Certification desired (PHR/SPHR/SHRM-CP/SHRM-SCP).

- Development Dimensions International (DDI) Target Selection Interviewer and Trainer certification preferred.

- Must possess the ability to maintain ongoing knowledge of Parkland policy and procedures, federal and state laws regarding employment practices and provide updates to Talent Acquisition, HR Staff and department leadership.

- Must possess the ability to develop and maintain a strategic relationship with clients, HR Business Partners, Leadership & Organizational Development, and other HR functions.

- Must possess the ability to communicate with others in a clear, understandable and professional manner on the phone and in-person; and demonstrate the use of good written and verbal communication ski

- Prefer familiarity with PeopleSoft Talent Acquisition/Management solution.

Responsibilities

- Serves as point of contact for hiring managers and candidates throughout the hiring process.

- Develops and implements effective and efficient recruiting strategies.

- Conducts intake meetings with hiring manager/s to discuss the position, the ideal candidate, advertising venues and recruitment strategies and processes for the search.

- Develops appropriate screening criteria to assess resumes and applications.

- Administering pre-employment tests, checking references and providing feedback to unsuccessful candidates

- Conducts phone screens to assess candidate skills, experience, salary requirements, availability and interest in staff roles.

- Demonstrated ability to schedule candidate interviews and facilitates post-interview calibration meetings to further identify finalist candidates for positions.

- Provides verbal or written feedback regarding candidates to hiring managers and other stakeholders.

- Validates all online applications for accuracy.

- Ensures that all candidate statuses are documented consistently throughout the life-cycle. Providing feedback to unsuccessful candidates.

- Works with HR Business Partner and hiring managers to understand client departments' objectives and anticipates staffing needs.

- Develops and executes tactical sourcing strategies aimed at generating candidate flow to meet overall recruiting goals.

- Utilizes contemporary recruiting and sourcing tools such as job boards, social media, resume databases and search engines to identify active and passive candidates.

- Build and maintain a skilled and diverse pipeline of qualified candidates for current and future opportunities.

- Promoting the organization’s image as a desirable place to work.

- Attracting, recruiting, screening, and interviewing candidates.

- Research and recommend new applicant tracking resources for active and passive candidates to ensure compliance with EEO guidelines.

- Conduct regular follow-up meetings with hiring managers to determine the effectiveness of recruiting plans and implementation.

Job Accountabilities

1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.

2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
