Primary Purpose

Parkland Community Health Plan’s (PCHP’s) Quality Program Data Analyst supports the data management, analytic and reporting needs of the Quality Department in PCHP. This position will oversee management, utilization, and manipulation of a variety of data platforms, formats, and applications. The analyst will also facilitate the creation of reports from a variety of data sources as well as the construction and maintenance of dashboards and dashboard elements. Leverage’s expertise to provide support to key functional areas of the Quality Department and throughout the organization and continuously improves divisional data analytics, reporting strategies and data management capabilities.

Minimum Specifications

Education

  • Bachelor’s degree in Business, Healthcare Analytics, Computer Science, Information Systems, or other related quantitative degree.
  • Master’s degree in a related field is preferred.

Experience

Three years of healthcare or business-related reporting, analytics, and data analyst work.

Two years of experience creating detailed reports for internal and external stakeholders.

Three years of experience with data collection and analysis working with large data sets is preferred.

Equivalent Education and/or Experience

  • May have an equivalent combination of education and experience to substitute for the education requirements.

Certification/Registration/Licensure

  • Certified Professional in Healthcare Quality (CPHQ) through the National Association for Healthcare Quality or other accrediting body is preferred.

Skills or Special Abilities

  • Skilled in interpreting, analyzing, and providing recommendations regarding data accuracy and data collection needs and processes.
  • Working knowledge of Microsoft SQL.
  • Ability to work effectively with key stakeholders on complex cross teams and work groups.
  • Able to change direction in response to changing work situations.
  • Excellent problem-solving skills and an eye for details to assess and accommodate detailed project requirements.
  • Strong verbal and written communication skills.
  • Proficient in Microsoft Power Point, Excel, Access, and Word for data analysis and presentations.
  • Ability to analyze, explain and draw logical conclusion based on complex data from multiple content areas.
  • Extremely organized and able to prioritize tasks and work effectively on multiple assignments.
  • Proficient in meeting NCQA medical management standards is preferred.

Responsibilities

  • Responsible for the statistical analysis and production of reports, using data from a variety of sources, and for use in management decisions. Applies appropriate statistical and validation tools to ensure data accuracy.
  • Receives, collects, and reviews data from various sources, defines essential and required data elements to ensure records are current and valid for both reasonableness and accuracy, using knowledge and experience.
  • Interprets information used to develop reports. Performs analysis and trending reports that include graphic presentations and statistical summaries for use by management.
  • Designs, installs, implements, and evaluates existing or new database applications, tables, and files. Recommends improvements as needed.
  • Designs and produces reports, dashboards, and other materials for the division.
  • Reports and presents clinical insights from the analysis of data from healthcare claims looking for discrepancies and trends in the data.
  • Provides statistical analysis of complex datasets and ensure accuracy in analysis and presents to the team.
  • Tracks on-going outcomes reports and manage priorities for upcoming reports.
  • Establishes and maintains positive working relationships with campus-wide representatives in working toward the clinical quality, administrative and information technology goals of Parkland.
  • Creates and maintains analytical reports and automates report distribution.
  • Consults with applications and technical support staff on technical issues to ensure appropriate systems components are functioning effectively.
  • Administers applications utilized for the department to carry out its analytics and reporting functions.
  • Updates and assists in the development of reference materials, procedures manuals, and data dictionaries for the department.
  • Knowledgeable of annual goals, objectives, and policies related to clinical quality data to ensure data integrity, data accuracy and timeliness of reporting.

Job Accountabilities

  1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of PCHP.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and customer requirements. Seeks advice and guidance as needed to ensure proper understanding.
