This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division (IOD). Responsibilities CISA's Integrated Operations Division (IOD) is the hub for staying on top of threats and emerging risks to our nation's critical infrastructure, whether they're of cyber, communications or physical origin. The primary purpose of the position is to serve as a Regional Operations Analyst. Typical work assignments include:
  • Conducting research and analysis in support of regional activities and functions.
  • Maintaining situational awareness of critical infrastructure operational activities within the region and identifying and analyzing infrastructure issues to develop recommendations for programs related to critical infrastructure protection, incident response support, information sharing, and other topics.
  • Researching, analyzing, coordinating, and providing operational updates during regional contingency operations, exercises, and/or special events.
  • Producing information packets on locations and events to facilitate critical infrastructure threat information sharing.
  • Researching, analyzing, and advising senior leadership, and headquarters personnel of critical infrastructure trends in region to maintain leadership situational awareness.

Qualifications

GS-11: You qualify for the GS-11 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, performing such duties as: 1. Using analytical and evaluative methods and techniques, including quantitative and qualitative analyses to conduct studies concerning critical infrastructure protection or related activities; 2. Working closely with senior officials and critical infrastructure owners and operators to complete daily duties; 3. Developing suggestions for improvement to office workflow; and 4. Providing incident-based reporting for senior leadership in situational awareness and planning activities.

B. Substitution of Education for Experience:
You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

C. Combining Education and Experience:
Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

GS-12: You qualify for the GS-12 grade level if you possess the following:

Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as: 1. Ensuring information is researched and communicated between parties in a timely, concise, and acceptable manner; 2. Providing advice and guidance to resolve, implement, or manage program issues; 3. Developing, coordinating, and implementing strategic critical infrastructure plans and updating these plans in databases; and 4. Overseeing the development of policies and procedures, and reviewing and recommending approval upon completion.

Promotion Potential: The full performance level of this position is GS-12. This is a non-supervisory position.
