Job Summary: Directs and oversees Customer Service, Civil Engineering Material Acquisition System (CEMAS), and Energy Management Control System (EMCS). Acts as the primary material acquisition chief and runs the facility manager’s program. Managers the planned and unplanned work order processes. Attends the weekly work order review board (WORB)

Primary Duties:

Exercising daily management, operational, and administrative control of all resources to include schedules and funding.

Responsible for IWIMS/ACES (NextGen) data collection, data input, and data retrieval as required.

Responsible for Facility Manager’s Program.

Primary material acquisition chief.

Manages the Base Civil Engineering work order program.

Ensure work is capitalized as required.

Ensure all contract service summaries are met every month.

Maintains close relationship with Government counterparts to ensure that work efforts are aligned with customer priorities and schedules.

Allocates personnel and assets to support changes in work requirements or emergencies/contingencies without degradation of other commitments.

Anticipates future trends in personnel and material requirements.

Uses exemplary employee motivation management techniques on a continuing basis to ensure customer satisfaction.

Conducts meetings, councils, committees, or boards.

Evaluates Civil Engineering (CE) operations suggestions.

Originates, revises, coordinates, and updates, as required, those Wing regulations and supplements to higher headquarters regulations that apply to CE operations and maintenance.

Participates in base emergency, disaster recovery, exercises, and operations requiring CE & Operations & Maintenance (O&M) support.

Oversees maintenance of applicable CE O&M series AFI’s and relevant publications, including keeping all applicable reports, databases, and programs current.

Ensure safety is ingrained into everything we do.

Education, Experience, Skills:

Five years of directly related proven professional experience.

Minimum 3 years’ experience in facilities and O& M.

Minimum 2 years’ experience supervising.

Knowledge of CE regulations, instructions, and directives, safety guidance, and industrial and ground safety requirements.

In-depth knowledge and understanding of IWIMS/ACES Data Bases.

Knowledge of comprehensive reports and quality control, planning, quantity surveying, cost and progress analysis, and contract analysis.

Management of budgets, manpower, and materials.

Knowledge of environmental matters relating to materials handling.

Thorough knowledge of national, State of Texas, and local code requirements.

Familiarity with USAF procedures.

Must have High school diploma or equivalent and some college.

Knowledge and understanding of the Performance Work Statement (PWS) and CE Operations Play Books.

Knowledge and understanding of the Collective Bargaining Agreements (CBAs).

Demonstrated ability to multi-task, adjust to changing priorities, and complete work on-time.

Demonstrated ability to handle pressure and be successful in stressful situations.

Ability to compile Life Cycle Cost Reports

Proficient in Microsoft, Windows, Excel, Word, Power Point and Outlook.

Preferred:

GIS and Auto Cad Training

Completion of Asset Management Course

Completion of BUILDER I and II courses

Other Requirements:

Must be able to complete criminal record background check (NAIC)

Must be able to drive a company vehicle and be insured.

Must comply with all company policies.

Physical Requirements

May be regularly required to sit for a period of six to eight hours per day, four days a week or more.

Must be able to lift and /or move up to 30 pounds.

Work Environment

The environment is normally in an office setting with minimum noise.

Will spend time accessing projects requiring standing, knelling, or entering confined spaces

Supervisory Responsibility

Leads the customer services and energy management staff.
