Responsible for effectively meeting the information needs of faculty, researchers, trainees, staff, and students through continuous assessment and enhancement of collections, services, facilities, and technology in all formats and locations.Description of Duties Creates and communicates a shared vision for library and information services and resources that are aligned with the vision, mission and goals of the School of Medicine, UT HealthRGVand the Division of Health Affairs in alignment with the University Library. Seeks input and assistance from key constituency groups in order to identify priorities, implement plans, and evaluate services. Assures the delivery of high-quality resources and tools that align with the education, research, clinical and service missions of the University of Texas Rio Grande Valley (UTRGV) School of Medicine, Division of Health Affairs and UT HealthRGV. Establishes fiscal, resource and programmatic priorities for the assigned library locations, including developing the Libraries’ budget, oversees expenditures, and accounts, ensuring the financial expenditures are compliant with University requirements and the overarching library priorities. Serves as a senior manager within the University Library system to create the overall vision forUTRGVlibraries, guide the process of setting priorities, and develop strategies for achieving them. Recruits, leads, motivates, and develops staff in a way that fosters engagement and high performance. Creates and communicates clear performance measures, accountability and continuing education to develop staff. Promotes diversity within the Libraries in the School of Medicine, Division of Health Affairs, andUTRGV. Maintains awareness of emerging technologies and their application to health professions libraries. Develops and delivers information services that adapt to new innovations in technology. Develops and implements licensing, technology and access models to meet the needs of all constituents. Oversees the School of Medicine and Division of Health Affairs library facilities, and participates in the planning for new library construction, renovations, furniture repair and replacement, and facilities improvements. Supervises the management of the library’s servers, and the design, implementation, evaluation and monitoring of computer equipment and software for library faculty, staff, and users in coordination with university stakeholders. Identifies potential funding sources, including grants, gifts, and revenues, that can augment existing funds. Collaborates with schools, colleges and departments within the Division and administrative offices on fund raising and grant opportunities. Assures that information about library programs and services is communicated in a systematic and timely manner to constituents. Participates in planning and execution of activities associated with accreditation of academic programs and the institution. Provides reports and documentation required to support new program development. Develops networks and collaborative relationships within the School of Medicine, Division of Health Affairs, the University, and the broader Library community. Promotes library services and resources through various communication channels such as social media, websites, newsletters, and attendance at events and meetings. Represents the School of Medicine, Division of Health Affairs, and the University on variousUTRGV, regional, state, and national committees, and professional organizations pertaining to academic libraries. Makes personnel decisions regarding compensation, reassignments of positions, development of new positions, and hiring of professional and managerial personnel in alignment withUTRGVpolicy. Reviews proposals and approves recommendations from task forces, the management team, and work units. Appoints issue-related task forces to develop recommendations and plans to address specific problems. Appoints library staff to committees. Approves Library procedures and proposes new policies and ensures compliance with University policies and procedures. Acts as a member of theUTRGVLibrary Management Council. Participates in campus-wide planning for library activities. Participates in scholarly activities and professional service. Performs other duties as assigned.Supervision Received General Supervision from the Senior Associate Vice-President for Education/Senior Associate Dean for Educational Resources. “Dotted line” supervision from the Dean of Libraries.Supervision GivenSupervise assigned staff.Required EducationMaster’s degree in Library Sciences from an American Library Association (ALA) accredited library school.Preferred EducationAn additional graduate degree in management or the health sciences from an accredited University.Licenses/CertificationsMember of the Medical Library Association Academy of Health Information Professionals (AHIP), Preferred: distinguished levelRequired ExperienceFive (5) years of experience in an academic health sciences library or clinical environment, including three (3) years in a supervisory position.Preferred ExperienceN/AEquipmentUse of standard office equipment.Working ConditionsNeeds to be able to successfully perform all required duties.
