SummaryAbout the Position: Civilian Human Resources Agency (CHRA) exercises world-wide command and control over the Army's entire civilian personnel operational structure and is responsible for total quality management, recruitment and placement, employee development and training, classification and position management, labor/management and employee relations, organizational development and workforce utilization for the Army's delivery of civilian personnel administrative services.ResponsibilitiesServe as a member of a team responsible for providing full range of Recruitment and Placement and Classification services to assigned installation organization(s).Utilize automated personnel systems such as USA Staffing, Defense Civilian Personnel Data Processing systems (DCPDS), and other automated tools.Utilize a wide range of human resource practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices.Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.Provide staffing advisory services based on the serviced Command's local, regional, or national staffing priorities and takes proactive measures to anticipate the Director's/Commanders' needs by pre-positioning work products.Screen requests for personnel action and related documents for completeness and accuracy, obtaining additional information as necessary.Provide position management and classification support to assigned organizations under various personnel systems.Advise managers on the position classification process, the use of various classification references, and automated tools.RequirementsConditions of EmploymentQualificationsWho May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Specialized Experience: One year of specialized experience which includes providing civilian Human Resources (HR) advisory services, recommending solutions to moderately difficult civilian staffing issues, and providing advice and guidance on a variety of civilian HR programs (such as pay setting, recruitment sources, position classification, various appointment authorities, or other equivalent experience). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: ( Human Resources Management, Business Management, or Law). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
