SummaryThis position is located in the 149 FW, Kelly AFB, TX. The purpose of the position is to function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as, advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community: to plan, coordinate, and perform comprehensive reviews, special studies and selective internal examinations of base level financial management programs.ResponsibilitiesProvides administrative oversight of the Quality Assurance (QA) Program. Independently conducts various reviews to assess organizational performance. Manages self-inspection programs. Focal point for fraud prevention. Reviews retrieval data provided by the local systems branch to screen for any unauthorized access level or dual access between the payable systems and the general accounting system. Facilitates monthly QA meetings and prepares minutes. Performs other duties as assigned. This is a Financial Management Level II Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program and will be required to obtain certification. Certification requirements are outlined in the DoD Instruction 1300.26. Must possess or be able to obtain the proper clearance type and level (Secret) within one year of appointment according to DoD Personnel Security Program Management Directives. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0501 position, the employee must meet the DoD directed civilian financial management certifications (Financial Management Certification Level II) for the finance position within two years of initial hire date or promotion appointment date. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0501 graded finance position.
