SummaryAbout the Position: This position is with the U.S. Army Corps of Engineers, Galveston District and will be located in Lake Jackson, TX. This is a developmental position. You may be selected at the GS-09 or the GS-11 only. If selected at the GS-09, you will be promoted to 10 then to 11 target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.ResponsibilitiesYou will serve as a Construction Control Representative. You will be responsible for surveillance of contract construction operations. Oversee surveillance on a day to day basis over the full range of field engineering.Review plans and specifications for proposed projects to determine practicability from a construction viewpoint.Participate in construction meetings to discuss construction principles features.Review contractor's proposed working schedules for logic, adequacy and to determine construction schedules.Investigate construction at all stages to identify problems.The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities, which may involve climbing ladders, scaffolds, and stairs.This normally requires long periods of standing, walking, crawling, stooping, and bending.The work is performed inside or outside of a structure, as well as in an office setting doing paper work, and in conference rooms negotiating the cost proposal submitted by the contractor.RequirementsConditions of EmploymentQualificationsRELOCATION/RECRUITMENT INCENTIVE: Incentive may be offered to Selectee of this position. One year of specialized experience at the GS-07 level in the Federal service which includes reviewing design drawings and specifications to ensure that they are consistent with sound engineering principles OR, B. Two full years of graduate education or a master's degree that directly relates to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours. Transcripts must be provided. GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience:One year of specialized experience at the GS-09 level in the Federal service which includes reviewing construction plans and specifications for projects to determine Bid ability, Constructability, Operability, Environmental, and Sustainability (BCOES).
