Serves as a warranted contracting officer and completes required

forms in accordance with the provisions of the Federal

Procurement Policy Act (41 USC 423).

The position requires the employee to occasionally travel away

from the duty station. The employee must be willing to travel on

military and commercial aircraft.

The employee must meet the Defense Acquisition Workforce

Improvement Act (DAWIA) requirements applicable to the duties of

the position.

In accordance with the Ethics in Government Act, 1978, employee

is required to file an OGE Form 450, Confidential Financial

Disclosure Report, upon appointment and will be required to file

annually.

This is a Supervisory position.

QualificationsIn order to qualify, you must meet the basic and specialized

experience requirements defined in 10 United States Code (USC) and

DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce

Education, Training, Experience, and Career Development, effective

July 27, 2017.BASIC REQUIREMENTS:

A 4-year course of study leading to a bachelor's degree with a major

in any field from an accredited educational institution authorized

to grant baccalaureate degrees. NOTE: YOU MUST SUBMIT COPIES OF

COLLEGE TRANSCRIPTS.AND

At least 24 semester hours in any combination of the following

fields: accounting, business, finance, law, contracts, purchasing,

economics, industrial management, marketing, quantitative methods,

or organization and management. (This requirement can be obtained

within the degree or in addition to the degree). NOTE: YOU MUST

SUBMIT COPIES OF COLLEGE TRANSCRIPTS.NOTE: The following three exemption to the basic education

requirements above apply to DoD civilian employees or Service

members who:

Served as a contracting officer with authority to award or

administer in excess of the Simplified Acquisition Threshold (SAT)

on or before 30 September 2000; or

Served, on or before 30 September 2000, in a position as either

an employee in the GS-1102 series or as a member of the Armed Forces

in a similar occupation specialty; or

3 .Are an enlisted member of the Contingency Contracting Force

(CCF). This exemption only applies to CCF members in their current

or future CCF positions. The Bachelor's degree exemption does not

apply to current CCF members seeking New Hire employment within DoD

as a 1102.

In order to qualify, you must also meet the Specialized Experience

described below:Specialized Experience: Applicants must have at least two (2) years

of specialized experience at the next lower grade GS-12, or

equivalent in other pay systems. Specialized experience in one or

more of the following: (1) soliciting, evaluating, negotiating, and

awarding contracts; (2) administering contracts by assuring

compliance with the terms and conditions; (3) terminating contracts

by analyzing, negotiating, and settling claims and proposals; (4)

analyzing and evaluating cost/price proposals and accounting

systems; (5) planning, establishing, or reviewing contracts,

programs, policies, or procedures; (6) formulating and administering

policies and procedures to insure achievement of socioeconomic

goals; (7) developing acquisition strategies and directing or

managing procurements; and/or (8) providing functional staff

advisory services within the contracting occupation. Duties are

performed with considerable latitude in dealing with problems

arising during the preaward or postaward phases of the procurement

action; independently plans and carries out the work, selecting the

approaches and techniques to be used; recommends or develops new

guides or procedures when problems reveal that guidelines are

lacking or inadequate; independently determines actions to be taken

on assigned contracts; uses judgment in interpreting guidelines, in

adapting procurement procedures to specific situations, and in

recommending solutions to problems encountered. Note: Your resume

must show qualifying experience.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)

POSITIONS: Merit promotion applicants must meet applicable

time-in-­grade requirements to be considered eligible. One year at

the GS-12 level is required to meet the time-in-grade requirements

for the GS-13 level. TIG applies if you are in a current GS position

or held a GS position within the previous 52 weeks.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will

1. Knowledge of the full range of federal contracting laws,

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5,

United States Code (U.S.C.), Section 2108a, requires Federal

agencies treat active duty service member as veterans, disabled

veterans, and preference eligible, when they submit, at the time

they apply for a Federal job, a "certification" of active service in

lieu of a DD-214, assuming the service member is otherwise eligible.

A "certification" letter should be on letterhead of the appropriate

military branch of the service and contain (1) the military service

dates including the expected discharge or release date; and (2) the

character of service. The service member's military service dates

are necessary in order to determine whether he or she meets the

definition of "veteran" under 5 U.S.C. 2108(1). The "certification"
