information.The primary purpose of this position is to provide assistance in
the management, development and implementation of the Maintenance
Training Qualification and Certification Program as outlined in
AETCI 21-103. Provides assistance to the supervisor in all matters
dealing with training, qualification and skills certification of
maintenance personnel.Learn more about this agencyResponsibilities
Analyzes element-training requirements, identifies, and acquires
capability to ensure technicians are qualified to support the
maintenance function. Develops and manages training programs to
enhance maintenance qualifications and mission capability.
Documents and manages training requirements and completion
through the use of the Core Automated Maintenance Systems (CAMS)
training subsystem.
Performs work involved in reviewing and verifying compliance of
the Instructional Systems Development (ISD) process for accuracy
and quality of training.
Conducts various short, repetitive training courses for
Maintenance personnel.
Determines training accomplishments and deficiencies, and
reports training statistics for scheduling effectiveness and
utilization rate, training backlogs, overdue training and
deviations.
Coordinates with HQ/AETC, wing, group, training management, and
staff and support organizations to ensure continuity of
maintenance training output.

QualificationsIn order to qualify, you must meet the specializedexperience
requirements described in the Office of Personnel Management (OPM)
Qualification Standards for General Schedule Positions, Clerical and
Administrative Support Positions, for the GS-1702, Education and
Training Technician Series.Specialized Experience: One year of specialized experience for
GS-1702-07 level positions which includes knowledge of principles,
policies and procedures for administering the Maintenance Training
Qualification and Certification Program. Knowledge of an extensive
body of rules, procedures or operations requiring extended training
and experience of maintenance training operations to perform a wide
variety of interrelated or nonstandard procedural assignments and
resolve a wide range or problems. Practical knowledge of standard
procedures in a technical field, requiring extended training or
experience. This definition of specialized experience is typical of
work performed at the GS-05 grade/level (for Internal applicants)
and GS-06 grade/level (for External applicants) position or
equivalent in the federal service.

Education: One full year of graduate level education in a field
directly related which demonstrates the knowledge, skills, and
abilities necessary to do the work of the position. NOTE: You must

Combination of Education and Experience: A combination of
education and experience may be used to qualify for this position.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)
POSITIONS: Merit promotion applicants must meet applicable
time-in-grade requirements to be considered eligible. One year at
the GS-05 grade/level (for Internal applicants) and GS-06
grade/level (for External applicants) level is required to meet the
time-in-grade requirements for the GS-07 level. TIG applies if you
are in a current GS position or held a GS position within the
previous 52 weeks.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will
be evaluated on the basis of your level of knowledge, skills,
abilities and/or competencies in the following areas:
1. Ability to plan, schedule, and take corrective action to meet
emergency and regular work load requirements. Ability to instruct
training courses in a classroom setting following established course
materials or guidance provided by HQ AETC.
2. Must have analytical ability to collect data, perform analysis,
and develop solutions to improve the maintenance training
operations.
3. Knowledge and ability in the development and management of
aircraft maintenance training programs, and Core Automated
Maintenance System (CAMS) subsystem processes, policies, and
procedures.
4. Requires knowledge of AF instructional principles and techniques
and funding sources.
5. A comprehensive knowledge of the various types of work processes
in maintenance to ensure that employees who need to be trained or
certified, receive necessary training to maintain certification.
6. A good working knowledge of maintenance regulations, technical
orders and directives associated with T-1, T- 37, T-38, AT-38 and
T-43 aircraft in order to maintain necessary study references, and
to modify training materials as changes occur.
7. A comprehensive knowledge of aircraft maintenance training
requirements associated with T-1, T-6, T-37, T-38, A T-38 and T-43
aircraft in order to establish training schedules and determine
backlogs.
8. Comprehensive knowledge of computer systems and software to train
personnel on CBT courses. Skill to communicate effectively, both
orally and in writing.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for
appropriate unpaid and or part-time work. You must clearly identify
the duties and responsibilities in each position held and the total
number of hours per week.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience,
including volunteer work done through National Service Programs
(i.e., Peace Corps, AmeriCorps) and other organizations (e.g.,
professional; philanthropic; religious; spiritual; community;

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5,
United States Code (U.S.C.), Section 2108a, requires Federal
agencies treat active duty service member as veterans, disabled
veterans, and preference eligible, when they submit, at the time
they apply for a Federal job, a "certification" of active service in
lieu of a DD-214, assuming the service member is otherwise eligible.
A "certification" letter should be on letterhead of the appropriate

required to verify a qualifying separation from military service
prior to appointment, through the DD-214 or other appropriate

be verified prior to appointment. Active duty members that fail to
provide a valid "certification" of service with their initial
application will be found "not eligible." Military members may be
appointed before the effective date of their military
