Cyber, Electronic Warfare and Space (CEWS) is looking to hire a Senior Test Engineer to lead tasks supporting Government Test Directors and the contractor task teams. The Senior Test Engineer will provide technical evaluation for contractor input, support all six phases of testing (notification, concept development, planning, execution, reporting and closeout), provide draft technical documentation, attend meetings to answer questions, provide technical information as required, take meeting notes, provide trip reports, support briefings, research solutions, establish test parameters, evaluate test results, document results, contribute to final reporting.

Responsibilities

  • Conduct Research efforts to support test and evaluation related to current cyber weapons systems
  • Research, develop, document, and maintain methodologies that address the full spectrum of a test, assessment: planning, execution, and reporting.
  • Develop Critical Operational Issues (COI), Operational Capabilities (OC), Measures of Effectiveness (MOE), Measures of Suitability (MOS), and Measures of Performance (MOP)
  • Develop new or modify existing test methodologies to enable a disciplined and repeatable process of OT metrics
  • Develop and maintain test harnesses and or automated testing capabilities using appropriate tools, languages, and methods (i.e. Python, Bash, Powershell, Command Line (CMD), etc.).
  • Possess understanding of at least one of the major cloud platforms (i.e. Amazon Web Services, Microsoft Azure, or Google Cloud)
  • Possess familiarity with containers adhering to the Open Cloud Initiative (OCI) as well as orchestration via Cloud Native Computing Foundation (CNCF) technologies (i.e. Kubernetes)
  • Possess familiarity with cloud service provider features such as compute, containers, storage, networking, database, big data, identity & access, monitoring, serverless deployment, and dev tools.
  • Evaluate commercial off-the-shelf (COTS), Government off-the-shelf (GOTS), and Open-Source tools for executing Defensive Cyber Operations (DCO).
  • Conduct the following types of tests, as required: Operational assessments (OA), Early Operational Assessments (EOA), Operational Utility evaluations (OUE), Initial Operational Test and Evaluations (IOT&E), Tactics Development and Evaluation (TD&E), Force Development Evaluations (FDE), Combined Operational and Developmental Testing (DT / OT), Evaluated Level of Assurance (ELA)
  • Provide methodologies that shall include tested and proven tools (both hardware and software based), tactics, techniques and procedures. The contractor shall update methodologies and integrate new methodologies.

Minimum Qualifications

  • 9 years relevant experience with Bachelors in related field;
  • 7 years relevant experience with Masters in related field;
  • 4 years relevant experience with PhD or Juris Doctorate in related field;
  • High School Diploma or equivalent and 13 years relevant experience.
  • DoD 8570 IAT Level II Certification (Level III preferred)
  • Education quals IAW CJCS per Level 4 (none stated in PWS)
  • Experience with automated test tools, requirements, and version control tools (Jira and Git), developing and enhancing test strategies, developing test cases and test procedures and artifacts for various stakeholders, documenting test results for corrective actions, reporting and audits.

Clearance: Must possess and active TS/SCI, willing to comply with SAP requirements

Preferred Requirements

  • A strong grasp of the major computer programming languages to properly analyze the cause(s) behind problems (e.g. Python, Java, JavaScript, Bash, PowerShell)
  • Strong oral, written and interpersonal communications skills

Physical Requirements

Office, industrial, or shipboard environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving materials may be required.
