Job Description:

The Enterprise and Cyber Solutions Operation currently has an opening for a Scrum Facilitator support for our customer, the Defense Manpower Data Center (DMDC).

The Scrum Facilitator for the Defense Civilian HR Management System (DCHRMS) program is responsible for supporting the daily scrums with the program team and the customer.

The Scrum Facilitator will have current hands-on working knowledge of Oracle HCM technologies, to include implementation experience within an Agile framework and will need to be able to lead best practices with both internal and external stakeholders. The ideal candidate will have a background of successfully collaborating with customers and customer stakeholders for DoD agencies.

The Scrum Facilitator must be capable of building a collaborative and innovative culture in an effort to provide our customers with the best possible solutions that meet their strategic goals. This position will also be expected to collaborate closely with Scrum Lead and Government functional organizations. This position will report to the DCHRMS Systems Engineering, Integration, and Test (SEIT) Manager.

Primary Responsibilities:Support the DCHRMS scrum teams through scrum of scrum meetings, specifically the Mass Actions development capabilities in Oracle HCM.Support integration meetings with the customer and functional users to coordinate development, configuration management, environment planning, integration, and testing efforts.Support the migration and deployment efforts of legacy system to cloud based.Support Scrum Leads in building and maintaining a trusted advisor relationship with customers while developing a deep understanding of their priorities.Identify innovative solutions designed to address the agency's business needs.Identify risks, resolve problems and verify effectiveness of corrective actions.

Basic Qualifications:
  • BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience. Additional years of applicable experience will be accepted in lieu of a degree.
  • 5+ years of experience within Federal and/or DoD HR domains.
  • Demonstrated current working knowledge of Oracle HR applications in Oracle Human Cloud Management (HCM).
  • Demonstrated ability to support a high execution tempo, multi-team effort using management skills including project planning, task management, resource management, decision making, communication, and time management.
  • Experience leading systems integration testing and establishing test automation.
  • Agile Development Methodology working expertise and/or certifications.
  • Demonstrates integrity, respect, and a commitment to excellence, collaboration, agility, and diversity.
  • Experience effectively communicating at senior levels within a customer organization.
  • Ability to collaborate with Program Management and customers in forming strategies to develop cloud based solutions.
  • Experience mentoring staff in order to maintain high levels of performance and positive morale.
  • Knowledge of Federal and DoD industry/government best practices.
  • U.S. Citizenship required with the ability to obtain a Public Trust Clearance.
