What You'll Get to Do:
  • Review and provide comments to Department-wide spectrum policy and plans.
  • Assist the Government with coordinating and managing radio frequency spectrum resources within ICE and across the Department and conducts internal and external reporting in accordance with applicable regulations.
  • Collect, consolidate, and report information to the Government to meet internal and external reporting requirements.
  • Assist the Government to establish baseline documentation and reporting formats necessary to maintain a clear vision of available spectrum resources and its applications to meet ICE and DHS demands.
  • Assist the Government with ensuring efficient and effective use of its' spectrum and evaluating and prescribing spectrum efficient alternatives.
  • Assist the Government with maintaining a comprehensive radio frequency spectrum management program for all ICE wireless activity in accordance with applicable laws.
  • Assist the Government with managing ICE allotted HF, FM, VHF, UHF and SHF spectrum resources and assists coordinating additional spectrum requirements within DHS WS and the other Components through the WWG.
  • Support creating and maintaining a complete inventory of all ICE wireless infrastructure to be included in the consolidated Departmental inventory database.
  • Spectrum planning, acquisition, renewal, and support of ICE TACCOM operations

Spectrum Support
  • Provide support to the ICE spectrum manager in the development of tactical spectrum communications channel plans in support of the tactical communications strategic plan.
  • Attend weekly Engineering Meetings with ICE and provide a weekly Project Status Report on their spectrum initiatives.
  • Support the research, identification, analysis, recommendation, and acquisition of spectrum assignments in support of routine operations.
  • Demonstrated experience with the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management and the NTIA Narrowband (12.5 kHz channel spacing) Operation Directive for operations below 512 megahertz MHz.
  • Support meetings, conferences, working groups, and proposed changes to spectrum.
  • Provide reports of spectrum research, analysis, coordination, acquisition, and denials, as directed by the Government.
  • Support the Government in acquiring spectrum on an emergency basis to support disaster/emergency operations.
  • Assist the Government with developing and maintaining written procedures for maintaining records as directed by the COR.
  • Maintain ICE's approximately 1,500 radio frequency authorization records to meet all DHS and NTIA requirements.
  • Provide frequency management support to include frequency nomination, coordination, analysis, licensing, tracking, and renewals for all ICE communication systems, including legacy, interim, and modernized networks.
  • Assist with coordinating new, proposed frequencies within DHS and with other federal departments and government agencies.
  • Assist with the selection, coordination, and processing of all radio frequency authorizations in support of ICE operations.
  • Prepare new radio frequency authorizations and modify and delete existing radio frequency authorizations to reflect changing ICE and DHS requirements (historically these types of actions in a year amount 10% of DHS' total radio frequency authorization records).

Assist in Spectrum Planning
  • Assist in the development of frequency plans that meet new communications requirements and improve methodologies for interoperability among the DHS Components and key federal, state, and local partners.
  • Provide propagation analyses/coverage plots in support of the engineering diagrams, and backbone diagrams, and review existing tactical communications equipment configurations and designs and provide recommendations for improvement to minimize costs and improve performance.
  • Prepare spectrum planning analyses and documentation as directed including documentation for spectrum management support of the National Response Framework (NRF) Emergency Support Function #2 - Communications (ESF #2).
  • Help coordinate new, proposed frequencies within ICE and DHS with other federal departments and government agencies.

Perform Engineering Analyses
  • Develop and recommend frequency changes to eliminate technical incompatibilities, improve interoperability, and reduce and/or eliminate interference.
  • Perform engineering radio frequency analyses including but not limited to coverage and interference then develop recommendations to meet DHS objectives.
  • Provide engineering and technical support to identify and acquire spectrum from the spectrum plan provided from the ICE spectrum manager.
  • Perform detailed propagation analysis and coverage plots, as required to support ICE's spectrum manager's initiatives.
  • Complete proper analysis to ensure that systems will neither cause nor receive harmful interference to or from other authorized users when placed in their intended operational environments.

You'll Bring These Qualifications:
  • The ability to Obtain a DHS Suitability Clearance - High Risk Rating.
  • Experience and training in providing detailed propagation analysis, coverage plot creations and spectrum engineering supporting research, identification, analysis, recommendation, utilizing Comarco/EDX, Hertz Warfare, Spectrum-E, etc.
  • Experience and training in providing frequency management support to include frequency nomination, coordination, analysis, licensing, tracking, and renewals utilizing Spectrum XXI, (FSMS) or its equivalent.
  • Experience in tactical communications spectrum management.
  • Ability to engineer, design, and perform spectrum management for a tactical communications system.
  • Ability to engineer, design, and perform spectrum management for a tactical communications system.
  • Previous experience in effective spectrum management for the entire life cycle of medium- to large-sized tactical communications system.
  • Demonstrated experience with spectrum management in a federal law enforcement environment.
  • Experience in routinely generating, tracking, and reporting spectrum allocations.
  • Experience in performing all facets of spectrum management for the federal government in a law enforcement organization.
  • Demonstrated experience and extensive knowledge of spectrum, GMF, NTIA, and DHS programs, policies, and procedures.
  • Experience in preparing reports to document spectrum efforts and status.

These Qualifications Would be Nice to Have:
  • Technical Bachelor degree, Experience providing spectrum management support at DHS Agency(ies) or DoD entity(ies).
