- Support the creation of end to end business process (BPs) reengineering efforts and innovation concepts to modernize and standardize Human Resource and Military Pay BPs that are fully auditable
- Provide change management guidance in compliance with Financial Improvement Audit Readiness (FIAR) guidance principles and concepts
- Work with key stakeholders to take part in IPPS-A activities, provide input, and take part in senior-level briefings, as required
- Assist with facilitating working groups for the development of audit readiness and financial management solutions, optimization, and financial standardization in IPPS-A
- Collaborate with GFEBS and GEX to ensure information sharing considerations are accurate and efficient
- Support MILPAY interactions with accounting and disbursing activities
- Assist in the determination of budget related impacts to Defense Finance and Accounting (DFAS) and MILPAY support moves to the Army
- Assist in the development and implementation of MILPAY business rules
- Collaborate with the PMO, SI to provide clarity of Functional Requirements
- Have a thorough understanding of Army HR/Pay processes
- Experience with supporting federal financial management, accounting, internal controls, and audit process controls
- Facilitate meetings with internal and external stakeholders for BPR opportunities as a result of Gap Resolution
- Knowledge of Defense Finance and Accounting Service payroll operations
- Map Army business and system requirements to DOD and Army Readiness Audit Readiness compliance standards
- Assist with audit pay related activities to ensure transactions are processing ICW regulations and laws
- Assist in development of metrics to show results of audits and reconciliation activities
- Assist in development of the Headquarters Department of the Army execution plan for transition of military pay responsibility from the FM community to the HR community
- Assist in obtaining a clean audit opinion on IPPS-A related system transactions and/or related financial statements
- Knowledge of accounting principles, including OMB A-123, GAAP, GAAS, or DODFMR
- Possession of excellent analytical, technical, and problem-solving skills
- Support FMD in conferences, functional and technical meetings to assist and advise IPPS-A FMD Government personnel
