SKILLS:

Summary: The Senior Broadcast Engineer supports operation of our client's Broadcast Operations Center located in Washington, DC. The Broadcast Operations Center delivers news, information, training, and employee development programs. Must be thoroughly knowledgeable about TV operations and engineering, knowledgeable of different equipment used in the production facility and knowledgeable about production techniques and terminology. The Senior Broadcast Engineer will perform as supervisor for the Broadcast Engineering team. The Broadcast Operations Center provides services Monday through Friday between 7:00 am and 6:00 pm; Flexible and compressed work schedules are available. The work hours may be adjusted by the Program Manager based on Department needs and scheduled events. Below are the responsibilities and duties that the Sr. Broadcast Engineer will be ultimately responsible for, that are distributed amongst the Broadcast Team.

Essential Duties and Responsibilities:
  • Coordinate with the Program Manager (and possibly Contracting Officer Representative (COR)), or the designated alternate on any scheduled service outages; identify scheduled service interruption requirements and specify the reason for the interruption, duration, start and stop times, and the problem of the equipment and the estimated time for repair.
  • Must be the technical liaison with outside television production facilities and uplink sites concerning producing and transmitting distance learning and informational programming.
  • Responsible for maintaining, repairing and operating all of the video systems, audio systems and closed network cable television systems.
  • Responsible for verifying and testing all program video, audio and cueing circuits.
  • Responsible for verifying video and audio continuity on the in-house cable television system.
  • Responsible for monitoring all broadcasts and correcting problems.
  • Responsible for reconfiguring plant switching, patching, and testing circuits as programming requirements change.
  • Responsible for providing systems and component level repair of equipment located in the Headquarters building (must be capable of determining the problem and the most cost-effective repair, which could be performed at the manufacturers repair facility)
  • Responsible for providing documented training on system operation to personnel. Additionally, will be responsible for providing, maintaining and updating written documentation for maintenance procedures, test plans, specifications, and as-built drawings of the Broadcast Operations Center systems and facilities.
  • Responsible for providing adequate backup processes and equipment when primary equipment is out for repair
  • Responsible for the installation of broadcast television, video production, audiovisual support equipment, webcasting and information technology equipment according to established broadcast engineering standards.
  • Responsible for the assembly, installation and implementation of broadcast television/AV and webcasting equipment systems
  • Responsible for providing the insight and performing the necessary assessments to bring the center to current broadcast and webcast standards and any notification of scheduled service interruptions.
  • Responsible for broadcast equipment asset management and logistics initiatives which includes but is not limited to completing and maintaining the Government Property Report, performing equipment inventory of government furnished equipment required to support the Broadcast Operations Center, updating records as new equipment is added and as equipment is deleted, and providing reports, even if no changes, to the government point of contact on a monthly basis. Will also be responsible for completing and maintaining the Deficient Equipment Reports and tracking equipment maintenance history on a monthly basis.
  • Responsible for the Life Cycle Management of broadcasting, webcasting, AV and photographic systems and equipment.
  • Responsible for the maintenance of Installation Support Documentation, which includes all maintenance procedures, test plans, specifications, and as-built drawings.
  • Responsible for ensuring that a minimum of four sets as-built system configurations are maintained with copies stored on digitally on the CAD computer, the second is a DVD/CD or SSD drive copy, third is a client server-based back-up copy, and the fourth is a printed copy in the CAD file cabinet.
  • Must ensure that equipment will is maintained and operational with minimum service interruptions and all breaks in service will be repaired immediately.
  • Must notify Program Manager and COR of any problems encountered.
  • Must provide continual evaluations of the state of the Broadcast Operations Center.
  • Prepare estimates for engineering services to bring the center to current broadcast and webcast standards.
  • May install cable plant transmission media and equipment which may include facilities such as broadband coaxial and multi-axial cable (balanced and unbalanced), fiber optics, and RF links of all types for linear and non-linear transmission and distribution of baseband/multiplexed product and associated equipment control. Install government furnished equipment of all types in new and existing systems and test to verify proper operation.
  • Responsible for root cause analysis of equipment issues and the determination of the most cost-effective repair, which could either be performed in-house or at a remote / manufacturers' repair facility
  • Responsible for the assurance of high quality of broadcasting
  • Responsible for system design and equipment modifications according to recommended specifications.
  • Other duties as assigned.

Job Requirements:
  • Must be legally allowed to work in the United States without sponsorship.
  • Associates degree or equivalent experience.
  • Minimum Seven (7) years of experience in the broadcast operations and engineering.
  • Knowledgeable of different equipment used in the production facility, production techniques and terminology.
  • Requires expert level skill working with equipment used in the production facility and knowledge about production techniques and terminology.
  • Must have significant experience in the maintenance of broadcast automation systems for the studio and automatic transmission systems for the transmitter plant.
  • Experience with CAD and the maintenance / storage or CAD drawings
  • Minimum Seven (7) years of experience in the maintenance of broadcast automation systems for the studio and transmission systems.
  • Ability to maintain specific equipment, including but not limited to Ross switchers, Omneon Media group servers, Sony HD Cameras, digital audio boards and signal path peripheral HD equipment.
  • Supervisory experience managing people and projects under tight deadlines and demanding requirements.

Nice to Haves: We would like to have an AVIXA certified person that is any level CTS certified.
