NIC Federal is currently looking to hire a Technical Writer / Proposal Writer to assist with an important new digital government project, bringing together technology, payment processing, and marketing. You will join a team responsible for bringing a new digital service online, from prototype to execution and on-going innovation and delivery.

NIC Federal is currently seeing applicants for a Technical Writer / Proposal Writer for our Arlington, VA location. Acquired by Tyler Technologies (NYSE:TYL) on April 21, 2021, NIC is a leader in digital government solutions and payments, partnering with government to deliver user-friendly digital services that make it easier and more efficient to interact with government. Position Description

Technical Writing:

  • Document software release notes and related release documentation for end user and audit purposes
  • Write and create user guides, admin guides, feature definitions, etc.
  • Create and maintain application documentation, including user manuals, integration guides, SOAP and REST APIs, and other support documents based on customer need
  • Support and maintain documentation using Atlassian Confluence, ServiceNow, MadCap Flare, and more
  • Assist with the management of aging content in an open documentation environment
  • Writing context-based help documentation
  • Performing varying documentation tasks for different teams
  • Continuously improving the documentation and documentation system

Proposal Writing:

  • Read and understand Federal RFPs and develop questions to help clarify requirements
  • Starting with the RFP requirements, develop technical content for proposal sections to include the Technical Approach, Management Approach, Past Performance Descriptions, and Staffing (to include resumes)
  • Effectively communicate the Technical Solution, developed by NIC Technical solution architects
  • Conduct research including interviews to develop technical content
  • Develop compelling narratives and incorporate win themes
  • Ensure compliance with technical content
  • Manage multiple revisions from multiple editors, editing and re-editing proposal sections
  • Ensure that proposals maintain a consistent tone or voice
  • Work effectively with the Proposal Team

Qualifications

  • Writing technical documentation
  • Experience writing technical proposals for Federal Government RFPs
  • Experience translating solutions into effective technical proposals
  • Strong understanding of Knowledge Management
  • Degree in English, Technical Writing, Computer Science, Business, or related field preferred
  • Experience with enterprise software development, web services, and related technologies
  • Previous experience working in an agile programming environment a plus
  • Experience using Microsoft Manual of Style preferred
  • Experience working directly with development, infrastructure, and support teams
  • Strong attention to detail
