ICF is seeking an Operations Planning and Cyber Doctrine SME to work on client site in Arlington, VA. As an Operations Planning and Cyber Doctrine SME, you will support strategic cybersecurity resilience planning and develop approaches to strengthen the ability of critical infrastructure to withstand cyber threats. This program is responsible for protecting the Nation’s critical infrastructure from physical and cyber threats through effective coordination and collaboration among a broad spectrum of government and private sector organizations. What you’ll do: Develop and coordinate plans for cybersecurity operations agency-wide as well as Federal law enforcement, intelligence and national security agencies. Support development of campaign and operational plans with international governments that address security risks to the US and foreign partners. Coordinate among agency divisions to facilitate operational planning. Contribute to the development of agency response to threats, vulnerabilities and incidents of national and international significance, operational events and issues impacting agency cyber equities. Develop a Stakeholder Engagement Plan and an After-Action Report for all planned operations and events. Support operations during significant cyber events and incidents. Support cyber intelligence report reconciliation, collation, analysis, consolidation and dissemination. Identify the scope of required doctrine and develop agency and department-level working groups. Research and analyze existing USG policy and doctrine in order to identify gaps and inform agency’s doctrine development efforts. Develop and implement agency cyber operational doctrine that identifies and documents the alignment of agency authorities, responsibilities and capabilities within the larger US government priorities and identifies the agency’s operational processes. What you will need: · Bachelor's degree in cybersecurity, information systems and security, or a related discipline or 4 years of experience in lieu of degree · Knowledge of and direct experience with processing cyber intelligence products · Knowledge of federal and industry cyber regulatory compliance requirements · Knowledge of current and developing IT and cybersecurity concerns and trends, federal and industry cyber regulatory compliance requirements · Knowledge of current and emerging IT and cybersecurity strategies, policies and related doctrine in both federal and private sectors · U.S. Citizenship required (required by federal government for position). SCI required.
